A national body running something inside one city is a recurring pattern rather than an exception: identity registers, customs systems, police networks, and in city-states almost everything. The atlas admits these only when the system actually runs in the city on the page — the scope test that keeps a national programme headquartered in a capital from counting as that capital's project.
