Pasig River: Court-Ordered Water Quality Monitoring

The Pasig River was pronounced biologically dead in 1990. In December 2008 the Supreme Court issued a continuing mandamus ordering the environment department and eleven other agencies to restore Manila Bay and its tributaries to swimmable quality, meaning fecal coliform below 200 MPN per 100 mL, and to file quarterly progress reports with the court indefinitely. The measurement arm is PRUMS, unified sampling stations run by the environment bureau with the Pasig River coordinating office, testing dissolved oxygen, biochemical oxygen demand and coliform against a fixed 2016 parameter list. The river still fails: researchers trace most of its fecal load to raw sewage.

A 2025 peer-reviewed source-tracking study, sampling alongside the environment bureau and the river office between December 2021 and May 2023, found sewage to be the dominant source of fecal pollution at both Pasig River stations: 38% of the downstream signal and 22% upstream, with animal sources under 1%.

🎓 Lesson

A court can compel measurement and reporting for decades. It cannot compel the sewers that would change the readings.
