Greater Metro Manila Hazard and Exposure Mapping (GMMA READY)
Philippine civil-defence and science agencies — the volcanology, weather, mines and mapping bureaus — worked with Geoscience Australia and UNDP from 2010 to map nine hazards across Greater Metro Manila: 17 Metro Manila local governments plus seven in Bulacan, Cavite, Laguna and Rizal. LiDAR surveys and a building-level exposure database fed flood, earthquake and severe-wind risk models. In October 2013 each local government received an average of 87 maps, also posted on the national geoportal, and in 2015 the data underpinned the metro's earthquake contingency plan. It was a handover, though, not a live service: updating and applying it fell to each city.
📊 Impact
The project's own summary report models over 37,000 fatalities, 605,000 injuries and almost 2.5 trillion pesos in losses for a magnitude 7.2 West Valley Fault earthquake across Greater Metro Manila.
🎓 Lesson
Donor-funded hazard mapping ends on a delivery date. The clearest proof anyone used this data is the metro-wide earthquake contingency plan built on it two years later.
