A figure enters circulation through a launch announcement, gets repeated across outlets and aggregators, and arrives three years later looking like an established fact with no traceable measurement behind it. Entries land here when the reporting is credible enough to publish but the underlying source could not be reached: a paywalled evaluation, a dead portal, a ministry page that no longer answers.

Membership here is decided by the data, not by an editor: this page lists every published entry whose evidence grade is the one named above, so nothing can be quietly left out. The grade records the strongest kind of source behind an entry — not how well the project worked.
