Vancouver has run a driverless metro since 1985, decades before "smart city" became a buzzword. What's newer is how much city government began measuring around the 2010 Winter Olympics — bike counts, open data, sewage heat, 311 requests — and how unevenly that measurement has translated into consequence since.
Three entries that show what Vancouver is actually doing.
Vancouver's oldest entry here predates the term "smart city" by two decades: SkyTrain opened driverless in December 1985, without the years-long staffed transition several other automated metros in this atlas needed. The city's own instrumentation came later and arrived in a rush around the 2010 Winter Olympics: 2009 alone brought an open data portal (three months after the smaller city of Nanaimo beat it to being first in Canada), the start of 311 case-management, and the city's first automated bike counter on the Burrard Bridge, installed to measure a lane-reallocation trial the city hadn't yet committed to keeping. In February 2010, two days before the Games opened, the Neighbourhood Energy Utility began pulling heat out of raw sewage to warm the new Olympic Village — infrastructure built for a two-week event that is still expanding fifteen years later.
The regional transit authority TransLink brought its own instrumentation on a rockier schedule: the Compass Card fare system, budgeted at $171 million, ran about $23 million over budget and slipped its target before launching in August 2015, then had its fare gates opened and closed again over accessibility complaints before settling into service. The city's own systems moved more quietly: from November 2016, on-street parking rates began adjusting annually from block-by-block occupancy surveys rather than fixed tariffs — a lighter-weight approach than the sensor networks some peer cities tried and later abandoned.
2021 and 2022 brought the heaviest instrumentation yet. An $18.6 million contract wired most of the city's streetlights into a networked control system that reports outages and lumen output in real time — a genuine data layer, not just an LED swap, though a manufacturing defect has been turning some fixtures purple since 2018. A building emissions bylaw passed in 2022 went further than most: it didn't just require large buildings to report their energy use, it set binding carbon-intensity limits with a real fine attached, phased in through 2026. And the city began paying a local startup, Novion, to keep water-level sensors in its bioswales and rain gardens — a 2022 pilot that turned into an ongoing annual monitoring contract.
The most recent chapter cuts two ways. In May 2026, city council voted 7–4 to pause enforcement of the building emissions bylaw before a single fine had ever been issued — the toughest data-driven mechanism in this profile, switched off by a council vote rather than any measured failure. Two months later, on July 17, 2026, Vancouver launched a very different kind of experiment: becoming the second Canadian city, after Quebec City, to pilot Google's Project Green Light, letting the company's AI recommend traffic-signal timing changes at no cost to the city, advisory only, revocable on 60 days' notice.

What's next is less about new systems than whether the existing ones keep their teeth. The emissions bylaw pause is due for a staff review in the first half of 2027, and how council votes then will say more about Vancouver's climate ambitions than the bylaw's design ever could. The Green Light pilot runs through the end of 2027 with no results yet, and Google's own record elsewhere is mixed — Seattle reversed a recommended change, Manchester's engineers routinely override them to protect bus routes. TransLink's decade-old Compass Card technology is up for a roughly half-billion-dollar replacement, with bids due in 2026. And the city's own bike-counter display on Burrard Bridge has sat dark since 2023 — a small, telling reminder that a sensor network only builds public support for what it measures while its public face still works.
