SIMM Intelligent Mobility System & Traffic Control Center

Since 2011, Medellín's Secretaría de Movilidad has run SIMM, a 24/7 traffic center coordinating 3,105 camera feeds — CCTV, photo-detection, and city security cameras — plus a 2017 Waze deal that lets staff retime signals and warn drivers of closures. Only 40 photo-detection cameras at 70 sites issue automated fines; signal-timing changes stay staff-reviewed, not automated.

A large camera count sounds like automated enforcement, but only the 40 gazetted photo-detection devices actually have legal authority to fine — the rest is monitoring, not enforcement, and the city has had to publicly debunk rumors to the contrary.
