Medellín's most-cited smart-city credential predates the term. Cable cars folded into the metro network from 2004 connected the city's poorest hillside barrios to downtown, and a peer-reviewed natural experiment found the homicide rate fell 66% more in the neighbourhoods it reached than in comparable ones. That same year the city began a second, quieter experiment: Presupuesto Participativo let residents vote directly on 5% of the municipal discretionary budget — a mechanism that, digitised decades later, would set a participation record in 2025.
The rest of the 2000s built the connective tissue. Medellín Digital launched in 2007, backed by the city, the national government and utility UNE-EPM, to close the digital divide with free public Wi-Fi and telecenters — a programme still running under the same name today. In 2010, after a deadly landslide season, the metropolitan authority and Universidad EAFIT stood up SIATA, a regional network of rain radars, river sensors and cameras that still issues the region's flood and landslide warnings, with real evacuations on record — and at least one case where its cameras caught a fatal flood in real time yet no agency closed the danger zone.
2011 was the year Medellín instrumented its everyday systems all at once. The city opened Metroplús, a dedicated bus corridor with GPS fleet telematics and a shared fare card; launched EnCicla, a free public bike-share system now spanning ten municipalities; switched on SIMM, a 24-hour traffic centre that now coordinates over 3,000 camera feeds; and inaugurated SIES-M, an integrated emergency and security camera network whose gradual camera-by-camera rollout later became the subject of one of the few peer-reviewed impact studies behind any smart-city safety project in this atlas.
The most recent chapter turned back to utilities and rail. EPM, the city-owned utility, began selling water on a prepaid smart card in 2015, reaching over 30,000 households by 2024. And in 2016 the Ayacucho Tram opened as a conventional overhead-catenary line, stitching Metro's hillside cable cars into one network — two later feeder lines, added in 2016 and 2019, turned a single corridor into a connected system years after the tram itself was built.

Two threads stay open. Corredores Verdes, a long-running urban-cooling programme that plants and irrigates 30 green corridors across the city, has a real, city-confirmed cooling claim behind it but no dedicated monitoring layer of its own — it remains held back on the same scope question that has stalled comparable programmes elsewhere in this atlas. And SIES-M's camera network is due a step change: construction began in September 2025 on C5, a larger command hub targeted for 2027 that would expand coverage from roughly 3,220 to 4,800 cameras — not yet live, so not yet part of this record.

Medellín proved the cable car could be transit and La Paz built a whole network on the proof — and both then instrumented an Andean municipal bus fleet by GPS rather than by promise.
