How this list is decided. Membership is not a field an editor set: it is every published entry whose own text names CC BY, matched at build time, with the sentence printed under each row so you can judge the match yourself. 36 entries in 29 cities.

Where it appears in the atlas
Ankara's text names CC BY 4.0 — the same unmodified international licence Montreal uses — and permits commercial reuse with attribution.
Indexed catalogue facets show datasets filed under 'License not specified', and no CC BY or equivalent deed was found in any source.
Launched in September 2011, daten.berlin.de was one of Germany's earliest state/municipal open-data portals — starting with roughly two dozen datasets and growing to thousands, published under open licences such as CC BY and CC0.
The catalogue mostly keeps it — 1,181 CC BY 4.0, 419 CC BY-SA 4.0, 103 CC0 — but 96 datasets sit under non-commercial licences that rule excludes, 3 are tagged "Other (Not Open)", 52 say "License Not Specified" and 12 carry no licence field at all.
No Registro Bici dataset exists on the city portal; the Secretaría Distrital de Movilidad's published bicycle datasets (counting sensors, cicloparqueaderos, shared-bike stations) carry CC BY 4.0.

The policy names CC BY 4.0 as the default licence; the portal ships PDDL public-domain dedications instead.
A CKAN catalogue query on 26 July 2026 returned 451 datasets and not one unlicensed: 386 under an Argentine port of Creative Commons Attribution 2.5, 60 under an unversioned CC BY, and 5 under the CC BY 4.0 that the city's own publication guide says it always applies.
The city publishes every trip record from 2010 onward on its open-data portal under CC BY 2.5 Argentina, while the operator's live GBFS feed carries no licence, no terms and no operator field at all.
Twelve cooperatives now hold assigned collection zones and run the green centres that sort the material, and the city publishes both as CC-BY open geodata — every zone and every plant named with the cooperative that works it — alongside monthly recovered tonnage by plant type.

Dublinked names one on all 929 datasets, but the two tokens that carry 97% of the catalogue each drop half of what a reuser needs: 488 records point at a version-agnostic page listing CC BY 1.0 through 4.0, and 411 name CC-BY-4.0 with no deed behind it.
It now publishes around 550 machine-readable datasets spanning mobility, environment, governance, budget and social services, released under İBB's own open licence (compatible with CC BY 4.0) with developer API access.
