How this list is decided. Membership is not a field an editor set: it is every published entry whose own text names CC0, matched at build time, with the sentence printed under each row so you can judge the match yourself. 21 entries in 16 cities.

Where it appears in the atlas
Launched in September 2011, daten.berlin.de was one of Germany's earliest state/municipal open-data portals — starting with roughly two dozen datasets and growing to thousands, published under open licences such as CC BY and CC0.
The catalogue mostly keeps it — 1,181 CC BY 4.0, 419 CC BY-SA 4.0, 103 CC0 — but 96 datasets sit under non-commercial licences that rule excludes, 3 are tagged "Other (Not Open)", 52 say "License Not Specified" and 12 carry no licence field at all.
Licence CC0 1.0, no access restrictions.
There's no formal open license — the portal's terms just ask users to cite the source and disclaim accuracy after download, a step behind CC0/PDDL portals like Zürich's or Boston's.

929 datasets on 7 August 2026 and not one without a named licence: 488 unversioned 'Creative Commons Attribution', 411 'CC-BY-4.0' with an empty licence URL, 27 CC0 and 2 CC BY-NC.
Use is free and non-discriminatory, but it is not an open licence in the CC0/PDDL sense: the municipal government's record of the terms requires crediting "Guangzhou Public Data Open Platform" as the source, forbids reselling the data, and asks users to register their intended use.
Of the 60 that do, 49 say Public Domain, five point at the terms of use, three carry the Open Data Commons Public Domain Dedication and Licence, one CC0, one Public Domain U.S.
Lisbon's Lisboa Aberta portal has published municipal datasets since February 2016, growing past 360 by 2023 — parish boundaries, playgrounds, environmental sensor readings, procurement records — each licensed CC0 or CC BY 4.0.
Every dataset names a licence, as in Montreal and Zurich; but the licence it names is overwhelmingly ODbL, a share-alike database licence that obliges reusers to publish enriched derivatives back under the same terms — an open licence with a string attached, where Montreal chose plain CC BY and Zurich mostly CC0.
All 337 carry a license: 325 under Germany's own attribution-only Datenlizenz Deutschland, 7 CC-BY-4.0, 3 CC0-1.0, 2 other-open — cleaner licensing coverage than most portals in this atlas.
Counted the same day from the CKAN API of the national portal datos.gob.cl: 3,149 datasets from 231 publishing organisations, of which 1,313 are Creative Commons Non-Commercial, 922 CC BY, 421 CC0, 352 ODC-PDDL, 52 ODC-BY, 50 ODbL and 23 explicitly unspecified.

SPTrans publishes five datasets under Creative Commons CCZero (CC0): payroll, cash flow, code of conduct, 'Créditos Eletrônicos do Bilhete Único' (outstanding card credit by card type) and the tariff cost spreadsheet.
There is no municipal licence: each publishing body picks from CKAN's stock dropdown, so the catalogue splits across ten licences, led by CC0 (277 datasets) and CC BY (148).
What the city does publish is the record-level data — every request since 2012, refreshed quarterly, under a CC0 dedication.

The District's terms of use dedicate its data to the public domain under CC0 1.0 — but the catalogue's own metadata mostly ships CC BY 4.0, and some datasets carry 'custom', 'null' or no licence at all.

Today data.stadt-zuerich.ch lists 937 datasets, and every one carries a licence: 908 are CC0 public-domain dedications, the rest CC BY or CC BY-SA.
It runs on mySociety's open-source FixMyStreet platform, and reports are released as CC0 open data.
