CC BY-SA
Attribution plus share-alike: derivatives must carry the same licence. Open, but it constrains what the reuser may combine it with.
How this list is decided. Membership is not a field an editor set: it is every published entry whose own text names CC BY-SA, matched at build time, with the sentence printed under each row so you can judge the match yourself. 7 entries in 6 cities.
✔ Every published entry is checked against the public sources it cites before publication.
Where it appears in the atlas
The catalogue mostly keeps it — 1,181 CC BY 4.0, 419 CC BY-SA 4.0, 103 CC0 — but 96 datasets sit under non-commercial licences that rule excludes, 3 are tagged "Other (Not Open)", 52 say "License Not Specified" and 12 carry no licence field at all.
Open-data check, fetched 26 July 2026: 34 datasets, licensed CC BY 4.0 (20), CC BY-SA 4.0 (12) and CC BY-NC-SA 4.0 (2) — the first non-commercial licence encountered in this atlas's licence series.
Separately, content produced by Smart Dublin itself is under CC BY-SA 3.0, requiring attribution and share-alike.
Authoritative source for the licence claim: data extracted from OpenStreetMap after September 2012 is under the Open Database License (ODbL) 1.0, with attribution and share-alike; before that, CC BY-SA 2.0.
Cited only for the standard the entry measures against: the Open Definition's conformant list includes CC BY, CC BY-SA, CC0, PDDL, ODC-BY and ODbL, and excludes non-commercial licences.
The public face is now city channels: dashboards are shared through Tartu's ArcGIS portal, and on 28 August 2026 Estonia's national open-data portal listed 29 datasets from Tartu city government, 28 of them under CC BY-SA 3.0 and the one pointing at the city's spatial-data hub under non-commercial CC BY-NC 3.0.
Today data.stadt-zuerich.ch lists 937 datasets, and every one carries a licence: 908 are CC0 public-domain dedications, the rest CC BY or CC BY-SA.
