Stockholm Open Data Portal
Stockholm's city government has published open data — geodata, traffic and street-network data, parking information, environmental maps and measurements, and statistics — through department portals since 2011. No single sitewide open license was found; the Traffic Office states its road-network and parking data may be reused freely as 'license-free' by default.

Stockholm illustrates the gap between 'freely reusable' language and a formal open license: the Traffic Office's own portal calls its data 'license-free', but no CC0/CC-BY/PDDL dedication could be confirmed for the city's open-data effort as a whole, and the main catalog's JavaScript-only interface makes even a basic audit (dataset count, per-dataset license) hard for outside reviewers.
