Stockholm's smart-city record starts decades before the term existed, as a handful of unglamorous utility bets that quietly outlasted every later initiative. The city set up Stokab in 1994 to lease dark fibre to any operator on equal terms rather than becoming an internet provider itself, and Hammarby Sjöstad got an underground vacuum waste network from 2000, later handed to private property associations rather than the city. The congestion charge followed in 2006 as a full public trial before the 2007 permanent rollout, and an open-data programme began publishing city datasets from 2011 — though without ever adopting a single formal open licence. Open District Heating, live since 2014, turned the district heating pipe into a two-way market by letting data centres and supermarkets sell their excess heat back to Stockholm Exergi.
The mid-2010s brought two parallel, district-scale energy demonstrators that never quite became each other's twin. GrowSmarter, an EU Horizon 2020 lighthouse project, deep-retrofitted 1960s apartment blocks in Årsta from 2015; at the same time, a KTH-led consortium of ABB, Ericsson, Fortum and Ellevio ran Smart Energy City, fitting about 150 new apartments in Norra Djurgårdsstaden with real-time energy monitoring and demand response. Both concluded on schedule — 2018 and 2019 — with final reports rather than growing into permanent live platforms.
Stockholm's most ambitious bet on autonomous mobility ran longer than almost any comparable pilot elsewhere in the atlas. Nobina's driverless minibuses started as a free trial in Kista in January 2018, carrying roughly 10,000 passengers within three months, then graduated into a real, scheduled SL bus line through Barkarbystaden from October 2018 — a steward stayed aboard throughout. It ran for five years before SL cancelled it in September 2023, citing weekly ridership that had fallen to around 200 rides, the plainest possible transit failure: not the technology, just too few riders for the cost.
The newest chapter is stuck in court rather than on the street. Stockholm legislated a zero-emission zone for its city centre in October 2024, installing licence-plate cameras to monitor light and heavy vehicles — but the zone was blocked by a county appeals board three days before its planned 31 December 2024 launch after businesses appealed, and has never taken legal effect for a single day. As of the most recent ruling, in May 2026, the dispute is still unresolved.

Stockholm's published record leans on infrastructure that quietly works rather than headline pilots: whether the city-centre zero-emission zone ever takes legal effect now depends on a final ruling from Transportstyrelsen, the national transport agency, with no date set as of this build. A separate connected-streetlighting trial in Spånga-Tensta — automatic fault detection and presence dimming feeding into Itron's Streetlight.Vision platform — stayed out of this build because no source from 2021 onward confirms whether it ever grew beyond its original 180 fixtures; the city's own materials still describe presence dimming as being tested in three districts a decade after the first trials began. Both are worth revisiting once Stockholm or its courts produce a clearer answer.
