Zurich's council adopted a Smart City strategy in December 2018 on three pillars: public mobility, digital city and 'smart participation' — the last of which produced one participatory-budget pilot, in 2021.

Zurich's oldest smart-city bet predates the term by decades. Voters rejected a metro in 1973, and a 1977 citizens' initiative funded an alternative instead: giving trams and buses priority at traffic lights. That programme still governs about 400 signalised intersections today, run by the city traffic department on a simple rule — public transport comes first. It is also an honest one: the city's own 2016 review of re-examined junctions found roughly two-thirds could not be fully reprogrammed, because pedestrians, cyclists and cars all want the same seconds of green.
The early 2010s opened Zurich's data and reporting layer. Open Data Zürich launched in June 2012 as one of Switzerland's first open-government-data portals, later moving to a near-total CC0 public-domain licence. The following year brought Züri wie neu, a citizen-reporting app built on the open-source FixMyStreet platform that still runs today. In 2014, the municipal utility ewz began financing and operating the energy system for Greencity, a district built on groundwater heat pumps and rooftop solar that was certified in 2012 as the country's first 2000-Watt district — a federal label since discontinued.
2018 was the year Zurich formalised what it had been doing piecemeal. The city council adopted the Smart City Zürich strategy in December, organising work around integrated public mobility, a digital city and 'smart participation'. The same year, the municipal utility ewz and the city's IT department began piloting a citywide LoRaWAN sensor network, and the transit operator VBZ ran a two-week trial of an autonomous shuttle, Self-e, on a closed loop at its depot — a hands-on experiment that never left the yard.
The most recent chapter is about instrumenting what already exists rather than building anew. The LoRaWAN network moved into regular operation in 2020; residents got a direct vote on public money through the 2021 Stadtidee participatory-budget pilot; and in August 2024 ewz began mass-installing smart electricity meters across the city, on the same fibre backbone that already carries its smart water and gas meters, with full coverage targeted for 2029.

One thread is still open: Zurich's public EV-charging story turned out thinner than headlines suggest — most of ewz's charging points sit behind private garage doors, and the city adopted its first formal e-mobility concept only in June 2025, with an on-street charging pilot starting that autumn in the Binz and Alt-Wiedikon district; a 2020 trial that automatically throttled charging power during a simulated grid bottleneck has not been confirmed to have scaled beyond that one site.
