Most impact figures in the atlas come from the operator or the city itself — honest, but self-reported. These are the exceptions: projects whose results were measured by someone independent of the people who built them — a peer-reviewed academic study or a national agency. It's a short list on purpose. When a smart-city project can point to outside proof, it belongs here.

One of Europe's first referendum-backed congestion charges. After a 2006 trial cut cordon traffic far more than forecast, Stockholm made the ANPR-camera charge permanent in 2007 to ease inner-city gridlock and fund public transit. Most residents opposed it at first; it later won lasting majority support.
London's Ultra Low Emission Zone charges the most polluting vehicles £12.50 a day. Launched in central London in April 2019 and expanded to all London boroughs in August 2023, it is what TfL calls the world's largest clean air zone, enforced around the clock by automatic number-plate cameras.
Since replacing the Area Licensing Scheme in 1998, Singapore's ERP has used gantry tolling to keep expressway speeds in a 45-65 km/h target band. A satellite-based ERP 2.0, with on-board units fitted since November 2023, fully replaces the gantries from 1 January 2027, initially keeping the same location-based charges; distance-based pricing remains a future option.
In 2017 Shenzhen became the first city to fully electrify its buses — over 16,000 of them, plus most of its taxis — making it one of the largest zero-emission bus operations anywhere. The switch rested less on new battery technology than on procurement and a charging backbone of roughly 8,000 charge points across some 510 depots and stations, enough to top up about half the fleet at once.
Superblock around the renovated Sant Antoni market, opened 2018: through-traffic is diverted to the perimeter, crossings redesigned and squares greened. Since 2023 the Collboni administration has kept it while reworking the temporary tactical layout into a permanent redesign.
Oslo counts CO₂ like money: its climate budget sets sector-by-sector emission ceilings and assigns each cutting measure to a responsible agency, run through the same annual cycle as the money budget — a governance model now copied worldwide, even as Oslo openly reports it is off track for its 2030 goal.
Launched September 2020 by Beijing's transport and ecology-environment bureaus with AutoNavi (Gaode) and Baidu Maps, the 'MaaS Travel, Green Life' scheme rewards users with tradable carbon credits for choosing transit, cycling or walking over cars. A 2024 peer-reviewed study estimated it avoided about 94,000 tonnes of CO2 in 2023.
From 2013 Beijing's Ecology and Environment Bureau built one of the world's densest urban air-monitoring systems: 70-plus reference stations plus over 1,000 low-cost grid sensors, satellite remote sensing and laser radar. It feeds real-time PM2.5 maps and source-apportionment models used to target 'precise' pollution control. Public real-time data disclosure began in 2013.
