What the record shows
The British record concentrates in its capital, and the capital's habit is distinctive: London prices what it wants less of, enforces the price with number-plate cameras, and publishes the audit — including the parts that flatter nobody. The congestion charge has held a camera cordon around the centre since 2003; congestion in the zone fell about 30% in the first year, and it was TfL's own later monitoring that recorded those gains largely eroding by the late 2000s — which is why the price keeps moving, £15 to £18 in January 2026. The same ring then became a clean-air instrument. The Ultra Low Emission Zone — launched in 2019, extended to every borough in August 2023 — carries two measurements: TfL's estimate that roadside NO2 across London in 2024 was 27% lower than it would have been without the zone, and an independent peer-reviewed study finding a more modest cut of roughly 19.6% at central traffic sites and no detectable effect from the 2023 outer expansion. Both sit in the same entry, unreconciled — double-entry bookkeeping is the closest thing this country's record has to a signature.
The cameras then migrated into the neighbourhoods, and the argument followed. From spring 2020, boroughs sealed residential streets against through-traffic with planters, bollards and ANPR cameras — Low Traffic Neighbourhoods, where the camera that issues the penalty also produces the data used to judge the scheme. A peer-reviewed analysis of 113 found traffic inside fell by close to half on average; 27 were nonetheless removed by mid-2024. The referees are not all the combatants' own: Breathe London, run by Imperial College London's Environmental Research Group, streams free hourly readings from more than 400 sensor nodes across all 33 boroughs. The AI traffic sensors TfL has used since 2018 classify road users on the device and discard the footage — though most of the 1,000-odd such cameras belong to more than 25 separately procuring boroughs, so TfL is negotiating a data-sharing agreement simply to see them. And since August 2024 the London Privacy Register has published the data-protection impact assessments — from the Met's live facial recognition to the ULEZ cameras themselves.
Beneath it sits the operator whose openness became infrastructure. Transport for London launched the Oyster card in June 2003 and followed it with open-loop bank-card payment and a back office that caps daily and weekly spend at the best price; contactless now carries roughly three million journeys a day, a model replicated as far as New York's OMNY. Its data went the same way — raw real-time feeds through one free API rather than official apps — and the valuation everyone quotes, up to £130m a year in benefits against about £1m spent publishing, comes from a 2017 Deloitte study TfL commissioned itself. The contrast is the London Datastore, opened in 2010, whose Data for London Library now links roughly 5,100 datasets rather than collecting them — so licence terms vary, and discovery improves while reusability does not.
Outside the capital, this is the record of Britain's demonstrator decade — and of what happens at month 25. Glasgow won the Technology Strategy Board's £24m Future Cities Demonstrator in January 2013, from a field of more than fifty cities; the funded Operations Centre outlived the branded programme, and 2023 budget cuts left its consoles staffed 3pm–3am — a £1.5m restoration voted in February 2026 was still undelivered that June. Milton Keynes's MK:Smart data hub, built on £8m from HEFCE, still answers, its newest dataset dated January 2022. Bristol Is Open, the council–university network testbed, dissolved after about three years; the company survives on the register, filing accounts, trading in nothing. Manchester's CityVerve, a £10m demonstrator funded by Innovate UK and DCMS, ended on schedule in 2018; its own domain now redirects to a gambling site; nothing in the award, its lesson notes, said who would own, host and pay for the platform after month 24. The exception: Greenwich's EU-funded smart district is graded a success here for leaving behind a practice rather than a platform — EV charge points built into existing lampposts, since widely replicated. The era's most durable artefact may be institutional: the Future Cities Catapult, set up in 2013, lives on inside the Connected Places Catapult after a 2019 merger.
Away from the big operators, the numbers thin to the operator's own. Starship's pavement robots have delivered in Milton Keynes since April 2018, yet the only impact figure on file is the company's own COP26 calculation of 280,000 car journeys avoided, published without methodology or independent evaluation — and the robots ran for eight years before the government said it would create a low-speed zero-emission vehicle category to regulate them. Maidstone's thermal-imaging drones against fly-tipping come with council-reported totals — 1,687 reports and 146 fines or court actions between April and September 2025 — not a before-and-after evaluation. Thames Water has installed over 1.2 million smart water meters and credits its AI leak detection with saving about 5.78 million litres a day, while remaining among England's leakiest networks at roughly 580 megalitres a day and a repeated Ofwat target laggard. Nearly everything in this record is graded on official self-reporting; the peer-reviewed exceptions are the ULEZ and LTN studies. The blank spaces are honest too: nothing yet from Wales or Northern Ireland.
The split that organises all of this is institutional, not technical. The systems still compounding after a decade or more sit on a standing operator's own payroll and revenue: a bike-share whose sponsorship was renewed through 2032, and a lane-rental scheme charging utilities for the busiest lanes at peak since 2012 and recycling over £20m into roadworks technology. The programmes that faded ended with their funding or their partnership. Even TfL's next promise is filed with this record's characteristic caution: the adaptive system meant to replace 30-year-old SCOOT still runs at a handful of trial junctions, its up-to-14% delay saving still a projection in TfL's own strategy. If these entries agree on one thing, it is that a grant makes a city smart for exactly as long as the grant runs — what the durable systems bought was never just technology, but an operator obliged to keep it running and to publish the books either way.
