Bristol City Council publishes its open data on an Esri ArcGIS Hub site at opendata.bristol.gov.uk, created in October 2022 and run from the council's own ArcGIS organisation. Counted through the platform API on 25 August 2026, its single catalogue group held 210 items, of which 202 are data: 190 feature services, 10 links out to documents and 2 PDFs. The council's open data page states that its open data is released under the Open Government Licence 3.0. The portal's own terms of use hedge that: data may be reused as long as you follow the terms of its licence, and in most cases this is the Open Government Licence. The metadata bears out the hedge rather than the policy, because the licence is a free-text field rather than a controlled one, and no dataset in the catalogue carries a Creative Commons licence or a public-domain dedication.

🎓 Lesson

A licence named once on a policy page is not a licence granted on a dataset. The portal is more careful than the council's policy page, and 'in most cases' is exactly what the metadata shows, but the cost of the gap lands on the re-user, who has to read 44 distinct licence strings to learn what 202 datasets allow and finds nothing at all on 40 of them. The two hardest ones are those a catalogue-wide claim would have hidden: a bus stop layer marked non-commercial and a cycling layer marked all rights reserved, both inside a site called Open Data Bristol.

Paging all 210 records gives the type split (190 Feature Service, 10 Document Link, 4 Hub Page, 2 Web Experience, 2 PDF, 1 Dashboard, 1 Web Map) and the licenceInfo string of every item, from which the licence census in the impact field is computed. Ten sampled records were re-fetched from the per-item endpoint and their licenceInfo matched the search response exactly. The API's own countFields aggregation returns null here, so the census is a full page-through rather than a platform aggregate.

↗ Open Data Bristol, DCAT-US feed (operator)The machine-readable feed, also served at /data.json. Retrieved 25 August 2026: 223 dataset rows covering 209 catalogue items, because multi-layer services expand per layer. Restricted to unique data items it covers 201 of the 202 (Street Improvements is absent). Of those 201, 70 carry a resolvable licence URL (69 the OGL v3 URL at nationalarchives.gov.uk, 1 an NHS developer terms page), 39 carry an empty licence field and 92 carry free text that is not a licence.

A separate returnCountOnly query on the same layer gives 11 rows. The service's own editingInfo.lastEditDate is 25 November 2022. Cited as the clearest single instance of the currency spread; the same sweep over all 41 cloud-hosted services produced the 2026/2022 split in the impact field.

Claim 1 clm-f217d87130580d9c quantitative
Bristol City Council publishes its open data on an Esri ArcGIS Hub site at opendata.bristol.gov.uk, created in October 2022
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The site item behind the domain carries 'url':'https://opendata.bristol.gov.uk' and 'created':1666798721000, which is 26 October 2022, with typeKeywords 'hubSite' and 'OpenData' identifying it as an Esri ArcGIS Hub site.
Caveat
The date is the creation of this ArcGIS Hub site, not the launch of Open Data Bristol. An earlier portal of the same name ran on Socrata software; no reachable source dates that launch, which is why the entry carries no start year.

What the mapping says
The site item gives 'orgId':'a4vR8lmmksFixzmB'; the organisation record for that id reads 'name':'Bristol City Council' with urlKey 'bcc'. Every catalogue item is owned by an account in that organisation.

What the mapping says
The site item's catalog definition names exactly one group, c750a490d152430a9aefe9b1fba0ec14. A search restricted to that group on 25 August 2026 returned '"total":210'.

What the mapping says
Paging all 210 records and counting the type field gives 190 Feature Service, 10 Document Link, 2 PDF, 4 Hub Page, 2 Web Experience, 1 Dashboard and 1 Web Map. The first three types are data; the remaining eight items are pages, dashboards and a web map.
Caveat
The split between data and not-data is our reading of the platform's type field, not a label the portal applies.

the licence is a free-text field rather than a controlled one
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The platform stores the licence as licenceInfo, an unconstrained HTML text field, and the catalogue uses it as such: the 202 data items carry 44 distinct non-empty strings, ranging from the two words 'Open Government Licence' to multi-sentence disclaimers, with no controlled value anywhere.

Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
Searching the licenceInfo string of all 202 data items for 'creative commons', 'CC BY', 'public domain' and 'CC0' returns zero matches.
Caveat
A computed absence across the catalogue rather than a passage on a page; the reviewer can reproduce it from the cited search endpoint.

Claim 9 clm-4881c94d3ab9d444 quantitative
113 name the Open Government Licence in free text, and only 23 of those state which version
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
Of the 202 data items, 113 licenceInfo strings contain 'Open Government Licence' or 'Open Government License'; 23 of those also state a version, and every version named is 3. The remaining 90 name the licence with no version. One further item reads only 'Open Government Data', which is not a licence name and is not counted here.
Caveat
The Open Government Licence exists in versions 1, 2 and 3, and all three require attribution; a bare 'Open Government Licence' does not say which one applies.

Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
40 of the 202 data items have an empty or absent licenceInfo. Ten of the 40 were re-fetched from the per-item endpoint and confirmed empty there too, so this is not an artefact of the search response.
Caveat
No claim-specific caveat recorded

Claim 11 clm-bfc61b0e30999407 quantitative

Published field

Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
38 licenceInfo strings mention Ordnance Survey. 35 of the 202 contain '[insert year of supply]', '[year of supply]' or '[year]' unreplaced, for example 'Copyright : (c) Crown Copyright and database rights [insert year of supply] Ordnance Survey 100023406.'
Caveat
A copyright line is not a licence: it names an owner without granting a permission.

Claim 12 clm-08b0b503a3c30f6a quantitative
7 point instead at the Ordnance Survey INSPIRE End User Licence, a public-sector re-use licence rather than an open one
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
7 licenceInfo strings cite the INSPIRE End User Licence and name no other licence, in the form 'By using or accessing this data the INSPIRE End User is deemed to have accepted the Public Sector End User Licence - INSPIRE'. The datasets are Recycling banks, Allotment plots, Sites of Nature Conservation Interest, Neighbourhood planning areas, Article 4 Directions, Solar Potential and City docks water.
Caveat
The characterisation of the INSPIRE End User Licence as a public-sector rather than an open licence is the atlas's reading of what the licence is for; the count of 7 is measured.

Claim 15 clm-69904491722198cf quantitative

What the mapping says
The DCAT-US feed served at /api/feed/dcat-us/1.1.json holds 223 rows covering 209 catalogue items, of which 201 are data items. Reduced to those unique items, 70 carry a licence value that is a URL (69 the OGL v3 URL at nationalarchives.gov.uk, 1 a developer.api.nhs.uk terms page), 39 carry an empty licence value and 92 carry free text that is not a URL.
Caveat
Counted per unique dataset, not per feed row: multi-layer services appear once per layer. One data item, Street Improvements, is missing from the feed entirely.

Claim 16 clm-8f95e7de17ddd017 quantitative
of the 41 datasets hosted on Esri's cloud, which report a last-edit date, 13 were last edited in 2026 and two on the day of counting, while 16 have not been edited since November 2022
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
41 of the 190 feature services resolve to services2.arcgis.com under the council's organisation and every one of them returns an editingInfo.lastEditDate. On 25 August 2026 those dates fell in 2026 for 13 services, 2025 for 7, 2024 for 3, 2023 for 1, November 2022 for 16 and 2020 for 1. AirQualityContinuousLatest and Surface Water Quality both carried a last edit on the day of counting.
Caveat
The item-level 'modified' timestamp is useless as a freshness signal here: 133 of the 202 items were stamped on 5 September 2025 and 44 more on 25 September 2025, a bulk metadata operation rather than an update to the data.

Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
A maximum-statistic query on the service's Date field returns 1578096000000, which is 4 January 2020; a returnCountOnly query on the same layer returns 11. The service's own editingInfo.lastEditDate is 25 November 2022.

Claim 18 clm-8e4f2ef56376bdff quantitative
The other 149 feature services sit on the council's own map server and expose no edit date at all
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
149 of the 190 feature services resolve to maps2.bristol.gov.uk/server2, which serves MapServer endpoints. Sixteen of them were queried and all responded, but none returns an editingInfo block, so no comparable currency census is possible for them.
Caveat
They answered when queried, so this is a limit on what can be measured, not evidence that those datasets are stale.

What the mapping says

Known limits of this passport
  • Publisher names and source languages have not yet been classified; domains are recorded without guessing.
  • Existing source notes are descriptive locators, not page- or paragraph-exact citations.
  • A missing archive, publication date or content hash is shown as null rather than inferred.
  • The project-level evidence grade ranks the strongest source in the entry; it is not a truth score for every claim.
