Kansas City spent a decade being described as one of America's smart cities, and the more interesting question is who was actually in charge of each piece. The showcase downtown corridor was paid for by Cisco and Sprint. The sewer sensor network exists because a federal judge ordered it. The police department that runs the gunshot sensors answers to a board appointed by the governor of Missouri, not to City Hall. The streetcar is owned by the city, run by a not-for-profit and paid for by downtown property owners. The one thing the city clearly did on its own authority was write its duty to publish data into the code of ordinances — and then publish most of it without a licence.

The measurement came first, and it came from a court. In May 2010 the United States sued Kansas City over roughly 6.5 billion gallons of untreated sewage discharged each year; the consent decree that settled it committed the city to a rebuild now costed at $4.5 billion to $5 billion and, with it, to instrumenting its own pipes. About 300 sensors across 318 square miles now report depth and flow. Nothing the city has built since has had that kind of enforcement behind its numbers.
The city's own data practice grew in parallel and, unusually, ended up in law. KCStat began putting departmental performance on the record in 2011, the open data portal opened in January 2013, and in June 2014 the council passed Ordinance No. 140443, writing an Open Data Policy into the Code of Ordinances where most American cities used a revocable executive order. The ordinance is emphatic about publishing and silent about licensing.
Then came the decade of the corridor. A $15.7 million partnership with Cisco and Sprint, signed in June 2015, switched on with the new streetcar in May 2016: free Wi-Fi over more than fifty downtown blocks, 125 sensor-equipped streetlights, 25 kiosks. In June 2018 the city asked the market to extend that to the east side at a scale of half a billion dollars. It closed the tender in 2019 without choosing anyone, and abolished the innovation office the same year, replacing it with a twelve-member board that meets quarterly.
What the east side got instead arrived on a transit grant. Prospect MAX opened in December 2019 with free Wi-Fi and kiosks that report their own outages — and with an expansion of the acoustic gunshot sensors the city has run since 2012. Those sensors are now the best-evidenced piece of technology Kansas City owns, because a federally funded study measured them against control areas for fifteen years and found they arrive faster, collect more evidence, and do not reduce shootings.

Kansas City's two strongest instruments both point at the same unfinished argument: what a measurement obliges anyone to do. The sewer sensors sit under a federal deadline that has already moved to 2040, with capture milestones the city must report against. The gunshot sensors sit under the strongest independent evaluation any American city has of that technology, and the contract was renewed regardless. Between them is a portal that publishes 813,000 service requests and 202 datasets, most of the latter without saying what anyone may do with them. The cheapest improvement available to the city is not another sensor; it is a licence.
