How Kansas City got smart

The measurement came first, and it came from a court. In May 2010 the United States sued Kansas City over roughly 6.5 billion gallons of untreated sewage discharged each year; the consent decree that settled it committed the city to a rebuild now costed at $4.5 billion to $5 billion and, with it, to instrumenting its own pipes. About 300 sensors across 318 square miles now report depth and flow. Nothing the city has built since has had that kind of enforcement behind its numbers.

The city's own data practice grew in parallel and, unusually, ended up in law. KCStat began putting departmental performance on the record in 2011, the open data portal opened in January 2013, and in June 2014 the council passed Ordinance No. 140443, writing an Open Data Policy into the Code of Ordinances where most American cities used a revocable executive order. The ordinance is emphatic about publishing and silent about licensing.

Then came the decade of the corridor.
