Chicago called it a fitness tracker for the city and announced 500 sensor nodes by the end of 2018. About 130 ran, and they were retired in September 2021.
Chicago is the most audited city in this atlas, and the audits keep coming back badly. Its Inspector General found that 9.1 percent of police responses to gunshot alerts turned up evidence of a gun crime, and that the city had not filed a compliance report under its own 2012 open-data order since 2014. A federally funded evaluation found gun violence did not fall after the sensors arrived. A peer-reviewed study found the bike share drifting toward the neighbourhoods that could pay. What the record also shows is a city willing to stop: the sensor network on its streetlight poles was retired in 2021, and the gunshot sensors were switched off in September 2024.

The largest thing Chicago built is not the city's and is fifty years old. The Metropolitan Water Reclamation District — a county agency serving Chicago and 36 suburbs — began the Tunnel and Reservoir Plan in 1975 and had 110 miles of tunnel running by 2006, feeding reservoirs that now hold over 11 billion gallons. In the same year the Chicago Transit Authority started tracking buses on a single route, the #20 Madison, and published the predictions where developers could reach them.
Then three things arrived within fifteen months. Executive Order 2012-2, signed that December, told every department to publish its data to one portal, name a coordinator and file an annual compliance report; the first acoustic gunshot sensors went up across about three square miles the same year. In 2013 the CTA switched to Ventra, which took ordinary contactless bank cards from its first day — one of the earliest open-loop fare systems in the country, and a launch so bad the agency withheld every dollar of a $454 million contract until its vendor hit three 99 percent benchmarks. Divvy opened that June, bought with $18 million of federal air-quality money, which is why the city still owns the bikes and can pull any fare rise above 10 percent to the table.
From 2016 the city measured itself. Researchers from the University of Chicago and Argonne bolted more than 100 sensor nodes to streetlight and traffic-signal poles, streaming air quality, noise and pedestrian counts as open data; the city released OpenGrid, a public situational-awareness map, in January 2016. The compliance reports behind all of it had already stopped two years earlier, though nobody said so until the Inspector General did in March 2020: no report since 2014, an advisory group that had not met since 2014, a chief data officer post vacant for eighteen months. The sensor network was retired in September 2021, its successor a national research testbed rather than a Chicago one.
The last five years are the audits landing. The Inspector General published its gunshot-detection review in August 2021; a National Institute of Justice evaluation found no reduction in gun violence in Chicago or Kansas City; Mayor Brandon Johnson let the contract lapse and the system went dark on 23 September 2024, four days after the City Council voted 33 to 14 to try to keep it. Twenty months on, nothing has replaced it. Meanwhile volunteers had been scraping the CTA's own bus feed since May 2022 to count buses that were scheduled and never ran — and in May 2025 the agency started publishing its cancellations so the apps could strike them out.

Three things are worth watching, and they pull in different directions. The gunshot sensors may come back: 35 of 50 aldermen signed a resolution in May 2026 accusing the mayor of stalling the replacement procurement, with $13.9 million sitting unspent. The streetlight management system may never be switched on: the city finished putting wireless nodes on more than 280,000 new LED fixtures in February 2022, and its own outage pages still tell residents to call 311. And the deep tunnel's last reservoir stage has slipped to the end of 2032, while in July 2026 McCook sat between 96 and 100 percent full and 311 logged about 400 flooded basements in four days. The pattern underneath all three is the same, and it is the opposite of most cities in this atlas: Chicago's problem is rarely that nobody looked.
