ArcGIS / Esri
The dominant municipal GIS stack. It appears here because so many city 'data portals' are in fact an Esri Hub, which shapes what the data looks like and who can read it.
How this list is decided. Membership is not a field an editor set: it is every published entry whose own text names ArcGIS / Esri, matched at build time, with the sentence printed under each row so you can judge the match yourself. 25 entries in 20 cities.
✔ Every published entry is checked against the public sources it cites before publication.

In September 2022 Siemens took a contract of about €50 million, financed by a Japanese ODA loan, to build two advanced distribution management systems for the Alexandria Electricity Distribution Company — one for the West Alexandria region, one to supervise every distribution control centre in the city — plus an Esr…

Static GTFS document dated 2025-07-23 on the operator's ArcGIS Hub portal, alongside 17 SITP datasets on the Bogotá open data portal.
The vendor press release for the same launch claims the move merged the city's separate maps site into the portal; that claim is not repeated here, because the BostonMaps ArcGIS open-data site still exists alongside it, although geospatial datasets do appear inside CKAN under a "Boston Maps" organization.
The maps themselves, under the Open Data Commons Public Domain Dedication and License (PDDL), served as an ArcGIS GeoService REST API by Boston Maps.
The ArcGIS service behind it (maps2.bristol.gov.uk .../ll_community_and_safety/MapServer/0) returned a feature count of 1,532 on 25 August 2026.
Bristol City Council publishes its open data on an Esri ArcGIS Hub site at opendata.bristol.gov.uk, created in October 2022 and run from the council's own ArcGIS organisation.
Cape Town runs its own catalogue, and owns it outright: the ArcGIS organisation behind the portal is registered to the City of Cape Town and every dataset is published by a municipal account.
It is still the region's source of record rather than a museum piece: Ireland's national portal data.gov.ie harvests it daily, and Fingal's and South Dublin's catalogues arrive through automated ArcGIS harvesters that last ran on the morning of 7 August 2026.
Portal self-description retrieved 2026-08-07 via /sharing/rest/portals/self: name 'City of Kigali GIS Portal', ArcGIS Enterprise 2024.1, access 'public'.

Maputo's Sistema Integrado de Gestao Municipal, built by Quidgest and Esri Portugal under the World Bank-funded PROMAPUTO programme, links land records, infrastructure and property-tax data to a shared municipal database.
A Socrata site at data.miamigov.com holds 12 datasets, none carrying a licence and none updated since June 2022; the working catalogue is an Esri ArcGIS Hub run by the Department of Innovation and Technology's GIS team, whose most recent items carry metadata timestamps from 26 July 2026.
A search of ArcGIS Online for '311 Service Requests — Miami-Dade County' on 26 July 2026 returned exactly 11 items, all owned by MDPublisher, for the years 2013 to 2023 — no 2024 and no 2025 file.

An ArcGIS dashboard pools traffic feeds, rain gauges, flood sensors and city cameras for 13 municipal agencies in one room; staff decide what to dispatch, and no reading triggers anything by itself.
Rio publishes its open data through data.rio, an Esri ArcGIS Hub site run by the Instituto Pereira Passos rather than a CKAN or Socrata catalogue.

The public face is now city channels: dashboards are shared through Tartu's ArcGIS portal, and on 28 August 2026 Estonia's national open-data portal listed 29 datasets from Tartu city government, 28 of them under CC BY-SA 3.0 and the one pointing at the city's spatial-data hub under non-commercial CC BY-NC 3.0.
