Shanghai's smart-city story is one of consolidation. The city instrumented itself early and quietly — a driverless-capable metro line in 2010, a municipal open-data portal in 2012, a rule from 2014 that every electric car sold here reports home — and then spent the platform years folding all of it into two centrally branded networks, one for public services and one for city operations. Everything built since tends to end up inside them.

Shanghai's first smart layers arrived without a slogan attached. Metro Line 10 opened in 2010 with driverless-capable CBTC signalling — and ran with drivers for its first decade; the 2011 collision that injured 271 people happened precisely when that automation was down and trains were being dispatched by phone. In 2012 the city put a municipal open-data portal online, widely reported as mainland China's first, and from 2015 ran the annual SODA contest on top of it to get developers using the data. Then, in 2014, came the quietest and most consequential decision: the New Energy Vehicle Data Monitoring Centre, which makes streaming operating data — location, battery, motor, charging state — a condition of qualifying for Shanghai's free electric licence plates. An Associated Press investigation counted 222,000 vehicles on its screens in 2018 and reported that drivers generally do not know.
The platform years ran from 2017 to 2019 and gave Shanghai the shape it still has. Yangshan Port Phase IV opened in December 2017 with unmanned guided vehicles and remotely operated cranes. In 2018 the city launched One Network for All Government Services and began the multi-pole-in-one programme, burying overhead cables and merging the street furniture left behind — lamp, traffic signals, environmental sensors, communications gear and public-security cameras — onto a single mast. 2019 brought three more in quick succession: One Network Unified Management, the city-operations counterpart to the services portal; the Lin-gang autonomous-driving zone; and, from 1 July, mandatory household waste sorting — a behavioural rule with fines, onto which a digital layer would later be retrofitted. That December, State Grid Shanghai began trialling a virtual power plant with four aggregators and 512 customers.
The next phase built command rooms and then a market. On 1 June 2020 version 2.0 of the flood and typhoon command system went live in a delta city with real storm-surge exposure, pulling 200 rain gauges, 220 road waterlogging points and 317 pump stations onto one map — and reporting through property managers in 14,000 housing estates, because sensors alone do not see a flooded courtyard. Between December 2020 and December 2021 four more metro lines opened driverless, and Line 10's trains finally lost their cabs. Then in November 2021 Shanghai opened the Shanghai Data Exchange, a state-backed venue where data products are listed with registration certificates under a one-product-one-code registry; the Shanghai Data Regulations gave it a legal basis from January 2022.
What has happened since is mostly consolidation of what already existed. The 2019 waste rule acquired its technology afterwards — AI cameras grading sorting purity at bin rooms and issuing work orders, weighing devices on collection trucks, and from April 2024 a whole-process platform tracking containers and vehicles across all 16 districts and 215 towns. The virtual power plant grew from a 2019 trial into a citywide resource that shifted a reported 1.163 million kW during the record heat of August 2025. And the three-year waste plan adopted in June 2026 says the quiet part plainly: the waste system, too, is to be folded into One Network Unified Management.

Shanghai's direction of travel is centralisation, and its open questions all follow from that. The data exchange has grown on the city's own numbers, but only 283 companies nationwide had registered data assets by the end of 2024, and China's earlier venues — Guiyang's from 2015 — attracted very little trade; whether a mandated market develops real liquidity is unresolved. Openness is similarly qualified: the public data platform publishes in three tiers, much of it released only on application and none of it under a stated open licence, and Fudan University's 2024 index put Shanghai first among China's directly-administered municipalities but only seventh among its cities. The surveillance dimension is documented but unexplained — the consolidated poles carry public-security cameras with no published operator or retention rule, and the vehicle monitoring centre runs on data most drivers do not know they send. And almost every figure in this city's record, from load-shifting to waste tonnage, is official self-report: the notable exceptions are two peer-reviewed evaluations of the waste-sorting policy, one of which found the incentive scheme stalling at community level.
