Vélib' — Paris Bike-Share
Paris changed operators in January 2018 and nearly lost the system it had made famous: only 64 of about 1,460 stations were working that March. Normal service came back in 2019.

Paris builds its smart city around citizens and the street, not around a control room. From the contactless Navigo pass and the Vélib' bike-share to participatory budgeting, low-emission zones and a river made swimmable again, its digital tools stay in service of a visible improvement to daily life — under the political banner of the ville du quart d'heure.

Before the civic-tech headlines, Paris was quietly wiring its everyday infrastructure and, tellingly, sharing it. The regional Navigo contactless pass replaced the magnetic Carte Orange from 2001, and in 2007 Vélib' put one of the world's largest bike-shares on the street — an idea copied by cities everywhere. The 2011 wave was more mixed: the Paris open-data portal opened the city's datasets under a free licence, a citywide connected street-lighting programme began remote-managing some 200,000 light points, and Autolib' launched a pioneering all-electric car-share — which grew large but collapsed in 2018 under a €293M deficit, an early lesson that a smart-mobility scheme can fail on economics rather than technology.
The next moves were pure civic-tech. In 2012 the city launched Dans Ma Rue, an app that lets residents report a broken bench or an overflowing bin straight into the city's work orders, and in 2014 it opened its Budget Participatif, handing residents a real vote over hundreds of millions of euros of investment — one of the largest participatory-budgeting programmes anywhere.
From around 2017 the story turned to climate adaptation and reallocating road space. The Cours OASIS programme began converting asphalt schoolyards into cooler, greener heatwave refuges, and the 2021 Plan Vélo laid down a digitally-monitored cycling network that made bikes a mainstream way to cross the city. Alongside them ran less visible infrastructure: the Grand Paris low-emission zone (from 2019) used France's Crit'Air stickers to phase out the dirtiest vehicles — though automated enforcement was repeatedly postponed and, in 2025, MPs even voted to scrap the scheme — while Eau de Paris fitted its drinking-water network with quality probes and thousands of acoustic leak sensors feeding a data lab. The technology was rarely the headline; the livability was.
The through-line came together in 2024 with Seine bathing-water sensing, where real-time water-quality monitoring backed a very public promise: that Parisians would swim in their river again. It is the clearest expression of how Paris uses smart-city tools — quietly, in service of a visible improvement to daily life — under the political banner of the ville du quart d'heure, the 15-minute city.

The next chapter is mostly about keeping those promises and resolving the tensions the arc exposed: opening permanent public swimming sites on the Seine after the 2024 Olympics, extending the OASIS and cycling networks, and deciding the fate of the low-emission zone now caught between tightening rules and political retreat. Paris's bet is that the smartest city is the most liveable one, and its coming projects are likely to keep measuring themselves by that yardstick rather than by the number of sensors installed.
