Madrid built its smart city in one technocratic burst and then watched it become political. A cluster of 2014 platforms — an integrated services system, an open-data portal, an all-electric bike-share and emissions-priced parking — was followed by a civic-tech export copied worldwide and, later, a low-emission zone fought over in the streets and the courts.

Madrid's smart city arrived almost all at once, in 2014. In a single technocratic push the city stood up the MiNT platform, built on IBM software to manage its outsourced urban services — cleaning, waste, trees, lighting — from one shared inventory of millions of geolocated assets; opened the datos.madrid.es open-data portal, now one of Spain's largest municipal catalogues; launched BiciMAD, among the first big-city bike-shares to run entirely on e-bikes from day one; and rewired on-street parking with the SER inteligente, which reads a car's licence plate and prices the space by its emissions band.
The next year brought Madrid's most-copied idea and its clearest cautionary tale. Under Mayor Carmena, Decide Madrid (2015) let residents file proposals, debate and steer participatory budgets — and its open-source engine, CONSUL, was reused by more than 250 institutions across dozens of countries, a genuine global civic-tech export. Yet at home almost no citizen proposal ever cleared the vote threshold, and the incoming administration pared the platform back after 2019 — a reminder that the software travelled better than the participation.
From 2018 the story moved to the air, and turned political. Madrid Central barred the most-polluting cars from the centre with camera enforcement, cutting NO2 at central monitoring stations in peer-reviewed studies — then became a battleground: a new mayor suspended it, courts reinstated and annulled versions, and it relaunched as the citywide 'Madrid 360' zone, its legal fight running to 2026. Underneath the politics ran steadier infrastructure: the air-quality monitoring network whose 24 stations trigger the city's high-pollution protocol, and EMT's real-time bus, open-data and contactless-payment layer (contactless from 2019).

Madrid's coming years are less about new platforms than about defending and connecting the ones it has: keeping the Madrid 360 low-emission zone alive through its legal challenges, folding its air-quality and open-data feeds into everyday decisions, and deciding whether Decide Madrid becomes a living channel again or a well-travelled piece of software the city itself stopped using. Its record is a caution and a template at once: the technology was the easy part; the politics decided what survived.
