Visor Urbano: Digital Construction and Business Permits
The counter where a clerk decided what your plot allowed became a public map. What researchers measured disappearing was not the rule. It was the queue in front of it.
Guadalajara's best-documented instrument is also its most municipal, and it is nearly alone in that. Visor Urbano put the city's construction and business permits on a public map in 2016, and researchers at Oxford and Columbia later measured what changed: licences issued 84 per cent faster, reported bribe solicitation down 74 per cent. Almost everything else that measures this city belongs to somebody else. The air-quality network and the thresholds that escalate a pollution alert are the state's. The camera network absorbed 209 of Guadalajara's own cameras into a state agency. The bicycle system, the fare card and the route files are run by metropolitan or state bodies for a conurbation of which the municipality is one part. That is why most entries here are marked regional, and it is also why the one clearly municipal system is the one with an outside verdict attached.

The city's own contribution to this atlas is a counter. Visor Urbano began in 2016, developed by the city with support from Bloomberg Philanthropies, and it did something narrower and harder than a portal: it put zoning, what a given parcel allows and the permit application itself on one public map, so that the step where an official decided what your plot permitted became a logged transaction instead of a conversation. The evaluation that followed is the reason the entry is graded on independent evidence rather than the operator's word, and it measured the right thing. The reductions it reports are in the time a licence takes and in how often applicants were asked for a bribe, by officials and by the intermediaries who sold access to them. In 2020 Jalisco took the platform over for the whole state; in November 2024 it published the code under a free licence, by which point 62 Mexican cities were running a version of it.
The rest of the decade went the other way, and it is the more revealing half. In 2014 the state made known a plan that attached fixed thresholds to the air over the metropolitan area, and the version republished in the state gazette in September 2024 keeps the same architecture: a reading held for two consecutive hours at a single station moves the whole area up a stage. In May 2018 the state legislature created Escudo Urbano C5, and over the following years the municipal camera rooms went into it, Guadalajara's 209 among them. Neither of these is a Guadalajara system, and both cover Guadalajara completely. A reader looking for the city's smart-city layer has to look one level up the constitution to find it.
The mobility layer arrived in pieces and never quite became one system. Mi Bici opened on 1 December 2014 and now runs 368 stations and 4,057 bicycles across three municipalities, and it is the most transparent thing in this corpus: it publishes its usage data by the month, back to the month it opened, and the agency that runs it quotes that open file when it reports on itself. Line 3 of the light rail opened in September 2020 with modern train control and a headline forecast of around 230,000 riders a day. Five years later the same supplier calls 233,000 the number the system is designed to carry, and the line is over 150,000. Holding the pieces together is the Mi Movilidad card, which reaches rail, busway, buses and even the bicycles, and which prices a change of mode rather than a journey.
The most recent additions are both first stages, and both say so. In July 2026 the state transport ministry published more than 275 routes as machine-readable timetables, with live vehicle positions announced for the months after and piloted on a handful of routes. The C5 is building a replacement command centre and describing artificial intelligence, plate reading and facial recognition largely in the future tense, while reporting a network that has grown to 8,566 active cameras. The air-quality plan was renewed in the same month that two of its own monitoring stations came back from months out of service. None of that is unusual. What is unusual is how much of it is legible from outside, and how little of it the city itself signs.

Guadalajara is the clearest illustration in this atlas of a distinction that usually stays hidden: the difference between a city that has instruments and a city that owns them. On the evidence here, the systems that changed something measurable are the ones that removed a person's discretion from a decision that was already written down, and the systems that report most confidently about themselves are the ones nobody outside has examined. The questions worth following are all versions of that. Whether the announced live feed behind the 275 published routes ever arrives, which would turn a timetable into an operating record. Whether a threshold that currently produces a declaration ever produces an obligation, given that the plan hands the actual measures to 23 separate participants and their own internal plans. Whether the camera network, which is now large enough to be a public institution in its own right, is ever audited by anyone who does not run it. And whether the one platform the city genuinely owns, now free software used in dozens of Mexican cities, gets a second independent look after its first.
