VLT Carioca — Catenary-Free Tram on a Card-Only Fare
Rio's 28 km tram network opened in June 2016 across the Porto Maravilha port regeneration and the Olympic works, running catenary-free on Alstom's ground-level power supply with onboard supercapacitors where the third rail stops. It takes no cash on board: riders must hold a loaded Jaé card or an app QR code, mandatory for every VLT passenger since 2 August 2025. Station machines sell and top up cards with banknotes only — no coins, and they give no change. A R$170 fine was for years applied to people who simply boarded without a card, until a 2021 court ruling stopped it.
25.2 million boardings in 2025, up 11.2% on 2024 (operator figures). Rio's concession authority puts network capacity at 300,000 passengers/day — a design figure, not a demand forecast.
🎓 Lesson
A cashless fare regime quietly converts 'could not pay' into 'broke the rules'. It took prosecutors and a court to establish that boarding without a valid ticket is not in itself unlawful conduct — the penalty, not the card, was doing the excluding.

The counterweight the entry is built on: acting on a suit by the MPRJ's 1st consumer-protection prosecutor's office, the court held that travelling without a valid ticket is not in itself unlawful, so a fine cannot be imposed for merely lacking a card or sufficient balance; fines are limited to passengers who refuse to disembark, and the concessionaire was ordered to enable payment by mobile device. The concessionaire replied that it had not been notified and that fines are the Municipal Guard's responsibility.

The release's 10-year passenger totals are irreconcilable with other outlets (126m vs 145m vs 180m) and are not used.
