How Chennai got smart

Chennai bought most of its instruments inside two years. Namma Chennai arrived in January 2018 as a geotagged complaint app routing photographs to the responsible ward officer — and investigative reporting has since found field staff discouraging residents from filing, and complaints closed or marked resolved after being forwarded rather than fixed.
