Day Zero: Cape Town's Drought Demand Management

Bulk water reaches Cape Town from the Western Cape Water Supply System, whose largest dams are owned and managed by South Africa's national Department of Water and Sanitation. What the metropolitan municipality controls is demand, and from 2015 it pushed that lever hard. The city published a weekly water dashboard and named a threshold, 13.5% combined dam storage, at which taps would close and residents would queue at collection points. It called that Day Zero. Consumption fell from about 1.2 billion litres a day in February 2015 to 511 million on 12 March 2018, and Day Zero never came. The threshold itself, though, actuated nothing: the projected date was recalculated weekly and moved with judgement and rainfall. The reading that bound was the household meter. From 1 February 2018 Level 6B restrictions set a 50-litre-per-person daily target and penalised households above 6,000 litres a month, and a water management device could be fitted that physically shuts off supply once a daily allocation is used. By March 2018 roughly 250,000 were installed, 64% of them in indigent areas rather than in the high-consuming suburbs. Restrictions were stepped down from December 2018 and lifted in 2020. The weekly dashboard survives; the saving did not.

City figures: consumption fell from about 1.2 billion litres a day in February 2015 to 511 million litres on 12 March 2018, against a 450-million target. Mayor Geordin Hill-Lewis puts pressure management across 170 zones at 70 million litres a day saved at the 2018 peak. A peer-reviewed analysis in Frontiers in Water (2022) found restrictions ranked highest for household saving and the Day Zero campaign highest for awareness, while the February 2018 tariff change was in its words both ineffective and unequitable, the lowest tariff bracket having risen 600%. Savelli et al. in Nature Sustainability (2023) found that on 2020 census data the elite and upper-middle-income 13.7% of the population used 51% of Cape Town's household water. By February 2026 the city was drawing about 1,056 million litres a day, 212 per person, above its own 975-million summer target, with no restrictions in force.

🎓 Lesson

The famous number was not the binding one. Day Zero was a forecast, recalculated weekly and moved by judgement and rain, and it never switched anything on or off. The reading that automatically produced a consequence was the household meter, and the harshest consequence, a device that closes the valve, was fitted mostly to poor households while the richest seventh of the city used half the water.
