Every stop here uses the standard toolkit of a modern water utility. What changes along the route is the relationship between the meter and the customer: first the meter finds water the utility is losing, then it polices what the utility says about itself, then it schedules scarcity — and finally it becomes the instrument that grants or stops supply at the front door. The last two stops are the same technology with opposite verdicts.

The technology holds steady along this route while the stakes rise. A district meter that finds leaks is a service; a published rationing schedule is a promise; a prepaid meter is a decision about who gets water, made in advance and enforced automatically. Phnom Penh shows the playbook working outright — and Niamey shows its hardest edge failing under peer review: taps stayed dry for households that had credit, because prepayment fixed billing for a utility that could not fix supply.
