GRAP: Air Quality Readings as a Legal Trigger
Since 2017 an air-quality number has carried legal force here, halting construction and freight when it crosses a line. In 2025 the stages were invoked only after the air had worsened, 13 times in 17.
Delhi is the atlas's clearest case of a city where the measurement works and the fixing does not. Its air is watched by one of the densest monitoring networks anywhere, and a reading above a threshold has legal force — it shuts building sites and schools. But the same city put up two smog towers that its own pollution board later told a tribunal would need to be built forty thousand times over to matter, and ordered an audit to find out whether a quarter of a million CCTV cameras it had paid for actually exist.

Delhi's oldest entry here is not a gadget but a grid. When a Tata-led venture took over electricity distribution in north and north-west Delhi in July 2002, roughly half the power it bought was never billed; metering, SCADA and consumer indexing brought that down to under six per cent, one of the more dramatic utility turnarounds documented anywhere. The rest of the city's instrumentation arrived to answer a public-health emergency. After the smog winters of the mid-2010s Delhi tried rationing car use by number plate — twice in 2016, once more in 2019, enforced by police at intersections rather than by cameras, and evaluated to sharply contradictory conclusions. What outlasted it was the machinery for judging it: from 2017 the Graded Response Action Plan turned measured air quality into a legal trigger, so that an index reading above a threshold now automatically closes construction sites, bans older vehicles and sends schools online.
From 2018 the city started opening and watching itself in the same breath. In November it published its bus network as open GTFS and real-time feeds, which the government called India's first, and which now feeds Google Maps and the city's own app. In the same period the public works department began installing what would become roughly 280,000 street CCTV cameras, while Delhi Police acquired a facial recognition system under a court order meant to trace missing children — and later used it after the 2020 riots and at protest sites, on an eighty per cent similarity threshold, with no law specifically governing it. And in September 2018 came the inversion that makes Delhi distinctive: rather than push residents onto a portal, Doorstep Delivery sent a clerk with a tablet to their home for a flat fifty-rupee fee.
The 2020s brought the announcements. Driverless metro was inaugurated on the Magenta Line in December 2020 — though train operators stayed on board until 2025, so the ribbon and the reality were four and a half years apart. The 2020 EV policy did produce one genuinely original mechanism, tendering public charging on the lowest price to the driver rather than the highest revenue to the state, and electric buses went from one in January 2022 to more than 4,500 by 2026 under contracts where private operators own and run the vehicles. Between those two, in 2021, Delhi built the smog towers: two 24-metre outdoor air purifiers that atmospheric scientists had already explained, in print, could not work in an open airshed.
What the record shows since is a city discovering the gap between what it announced and what it has. The Connaught Place smog tower lost its funding in 2023 and its evaluation was stopped. The EV policy missed its 2024 target by half, lapsed, was extended repeatedly, and left about 140 crore rupees of promised subsidies unpaid until a court intervened in September 2025. Doorstep Delivery quietly ended in 2024 when its call-centre contract ran out. A ground report in 2026 found the open bus feed's GPS units dropping offline and barely half the planned feeder routes running. And in March 2025 the government ordered a physical count of its own cameras.

Delhi's next few years will test whether measurement can be made to bind. The GRAP trigger is the most interesting instrument in this atlas of its kind — a sensor reading with statutory consequences — but independent analysis finds it fires late (in 2025, on 13 of 17 occasions only after the threshold had already been passed) and rests on a network covering about a third of the city. The pattern repeats elsewhere: the data exists and the follow-through is thin. Two things would change the picture. One is the audit of the camera estate, whose result had not been published at the time of writing and which is the single most consequential unknown here. The other is whether the successor EV policy that took effect in July 2026 is enforced rather than extended. Delhi is not short of instruments; it is short of the institutional patience to keep them running — which is why its most durable success is the least glamorous one, a distribution utility that spent twenty years metering its own network.
