Milan is Italy's most consistent smart city — pragmatic, mobility-led, and repeatedly pushed forward by Expo 2015. It prices road space and emissions with camera zones, runs Italy's densest shared-mobility ecosystem, and has quietly built a real data-and-utility backbone from an early open-data portal to a full city digital twin.

Milan's smart city took shape around two instincts: price what is scarce, and open the data. Public bike-share arrived early with BikeMi in 2008, and 2012 brought a decisive double move — the Area C congestion charge, one of Europe's earliest large automated cordon tolls, whose camera gates price entry to the historic centre and fund sustainable mobility, and the open-data portal, launched that October as one of Italy's earliest and most active municipal catalogues.
The 2015 World's Fair became Milan's accelerant. Free-floating shared mobility launched in 2013 and the city's mobility agency began regulating it with data-driven caps and monitoring, making Milan Italy's densest sharing market. For Expo the region built the E015 digital ecosystem, an API-interoperability layer that outlived the fair, while A2A converted the city's ~140,000 street lights to remotely-managed LED — reportedly the first large Italian city to do so — timed to the opening.
Milan then scaled its access and payment systems city-wide. ATM added open-loop contactless fares on the metro in 2018 (among Italy's first) and across all buses and trams by 2023, and in 2019 the city switched on Area B — Italy's largest low-emission zone, an ANPR-enforced ban on the dirtiest vehicles covering roughly 72% of the city, complementing the smaller paid Area C cordon.
Most recently Milan has been building the layer underneath. From a 2020 tender it assembled a high-resolution city digital twin from aerial LiDAR and mobile mapping for planning and simulation, and A2A layered smart monitoring — network-wide aerial thermography and real-time sensor pilots — onto Italy's largest district-heating network, which recovers waste heat for hundreds of thousands of homes.

Milan's trajectory is unusually coherent, so its next moves are mostly deepening: turning the digital twin from a survey into an everyday planning tool, pushing district heating further onto recovered heat pumps and data-centre heat, and holding the line on its low-emission zone as diesel-ban steps slip under regional political pressure. Milan's record is the closest thing in Italy to a sustained smart-city programme — pragmatic, mobility-first, and repeatedly bootstrapped by a single world's fair.
