Sensors at 99 locations counted 312.9 million pedestrian movements in 2025. That read as 7.7% growth, but the network had grown too: comparing only sensors present in both years leaves 1.2%.
Melbourne's smart-city story starts not with sensors but with trees: in 2013 the city mapped every one of its 70,000+ street trees onto a public map with individual IDs, species and life-expectancy data. Residents began emailing the trees to report problems — then, unexpectedly, sent them love letters instead, turning an open-data tool into a small viral phenomenon and a case study in what civic-participation design can do when it invites affection rather than just compliance.

Melbourne's smart-city work began quietly, with counting rather than strategy. In 2009 the council mounted infrared sensors on CBD poles and awnings for its Pedestrian Counting System — grown to 99 locations by 2025 and still feeding peer-reviewed research on foot traffic, safety and retail activity. Two years later came in-ground parking sensors under roughly 5,300 CBD bays, and in 2013 the city mapped every street tree onto a public map, the project that gave Melbourne its Email-a-Tree moment. A 2014 open data portal tied the growing pile of sensor feeds together — now 239 datasets, though tellingly the pedestrian dataset that researchers cite most carries no licence at all.
The rest of the 2010s put sensors into the street furniture itself. A 2015 Bigbelly pilot grew into a citywide fleet of 397 solar-powered compacting bins by 2018, cutting CBD collection runs by roughly 85%. The same year, the council began converting its 15,000 public lights to LED with smart photoelectric cells riding the electricity distributors' own network. By 2019 a small microclimate sensor pilot was reading temperature, humidity and fine particulates from a handful of poles — real data, but never scaled past about a dozen sites.
Not every experiment held. In February 2022 Melbourne joined a Victorian-government-backed shared e-scooter trial with Lime and Neuron — geofenced, app-directed, 1,500 scooters across three council areas. A peer-reviewed trauma-service study found 256 hospital presentations in the first year alone; in August 2024 Melbourne's own council voted 6-4 to end its contracts, even as the state legalised e-scooters permanently and neighbouring councils kept theirs running. It is the atlas's clearest Melbourne case of the same technology landing on opposite verdicts a few kilometres apart.
The most recent chapter turned to heat and rail. A 2023-24 pilot, HeatSens, fed live weather and social-vulnerability data to trained council 'Heat Champions' — a modest but honestly evaluated first step, alongside Melbourne becoming the first Australasian city with a Chief Heat Officer. And in November 2025 the state-run Metro Tunnel opened on CBTC signalling — Australia's first brownfield moving-block install, tightening headways toward 24 trains an hour, though its trains keep a driver on board rather than running unattended.

Two threads stay open. The microclimate sensor network and the Fishermans Bend 'smart pole' pilot are both real but still tiny — six or so active sites and eight poles respectively — a long way from the citywide sensor fusion other cities in this atlas have built. And HeatSens' fate past its funded 2023-24 pilot year is unconfirmed: the council's own pages still describe the ClimaSens partnership in the present tense, but no independent source yet confirms a renewed contract.
