Tartu is what the city layer of a famous e-state looks like. Estonia's digital government is national; what the city itself runs is smaller and more instructive. It insulated its Soviet-era blocks to energy class A and coined a word for the result, the smartovka. It redrew its bus network from compulsory ticket validations and let residents vote money since 2013. And its recurring lesson sits in the digital half: the retrofit's smart systems lagged years behind the insulation, the lighthouse project's public portal died when the funding did while the data store beneath it became everyday plumbing, and when the bike-share supplier collapsed, the city learned the software running its own bikes had never really been its own.

2013–2015: votes and kilowatt-hours. Tartu's record starts with two habits, not a strategy. In 2013 it launched Estonia's first participatory budget and has published the turnout of every money vote since. And from 2015 it planned the slow renewal of its street lighting, a district at a time, with the electricity consumption of every year on the public record.
2016–2018: the lighthouse and the ceiling. The EU's SmartEnCity programme made Tartu a lighthouse city and gave it its signature project: the smartovka retrofit of Soviet-era blocks, with support fixed at 102 euros per square metre. The fixed rate met rising construction prices, and associations that could no longer carry their share fell away — the ceiling that would turn 22 budgeted buildings into 17 delivered ones. The same project seeded the city's urban data platform.
2019–2020: the year the streets changed. In June 2019 the city opened its bike share as part of public transport — the bus card unlocks the bikes. Weeks later a single contract handed the whole bus network to one operator on a redesigned route map, with validators taking bank cards from day one. By the summer of 2020 the seventeenth smartovka was complete, and the project's first comparison put energy demand down 43 per cent on average.
2021–2026: what survived its funding. The pattern of the decade shows in what kept running. The retrofit's smart systems were still misbehaving in March 2021 and helped push the project a year past its end. The museum shuttles carried passengers in 2021 and again in 2024, then stopped with their funding. The lighthouse portal is gone while the store beneath it runs the city's sensors. And in 2026 the bus network was trimmed by its own evidence: two lines cut on the validation counts of 11 million registered trips.

Tartu's open questions are about ownership and upkeep, not sensors. The council decides in autumn 2026 how the bike share will be run after the supplier's collapse made its contractually free software a paid dependency. The city is replacing the commercial store behind its data platform with an API it builds itself. And the bus fleet that switched to locally produced biomethane has not been described that way by the city since 2022 — the honest question is not whether the buses run, but what they now run on.
