Rodízio: São Paulo's Plate-Based Peak-Hour Driving Restriction
One weekday a week, the last digit of your plate keeps you out of the centre. An independent four-city evaluation found no evidence that such restrictions improved air quality.
São Paulo measures itself carefully and then hands the operating to someone else. Its globally quoted congestion figure was produced for some forty years by human observers — interns on rooftops, then patrol cars and cameras — and only became vehicle-derived in mid-2020, when CET started reading Waze. Meanwhile the things that actually run the city increasingly belong to concessionaires: the streetlights, then the traffic signals folded into the same lighting PPP in 2022, then kerbside parking sold off for fifteen years in 2020, and a bike share the city merely permits rather than owns. What the city does keep is the record: every service request since 2012 and 474 datasets are published, which is how outsiders, not the administration, counted the backlog.

The engineering came decades before the data. CET, the municipal traffic company, was created in 1976 and has run the signals and the control rooms ever since — but its Monitrans congestion indicator, the number the world quotes about São Paulo traffic, was produced by observation from the 1980s onward: interns stationed on rooftops, later patrol cars, field posts, agents and monitoring cameras, all covering a fixed 868-kilometre sample. In 1996 a state anti-smog measure barred cars from the centro expandido by the last digit of the plate; a year later the city made it its own as the rodízio, and redefended it as a congestion tool rather than an air-quality one. The instrument that judged whether any of it worked was, for forty years, a person looking out of a window.
Then came the two systems the city still leans on. After a 1999 flood filled the Anhangabaú tunnel, São Paulo stood up the CGE, a municipal desk that reads its own weather stations and rain gauges alongside the state's radar and river telemetry and declares an alert zone by zone. In May 2004 the Bilhete Único let riders board several municipal buses on one fare inside two hours, and from 2006 the state-run Metro and CPTM trains joined it — genuine temporal fare integration across two administrations, years before the capping schemes that later made the idea famous elsewhere. Both are still the backbone, and both were built before anyone in the city called anything smart.
The 2010s digitised the paperwork and automated one railway. Line 4 of the Metro began running with nobody aboard in 2010 — under a thirty-year state PPP, not by the city. The open-data portal's oldest record dates from December 2015. Then 2016 changed two everyday transactions at once: in July the Zona Azul parking permit went digital and the forgeable paper scratch card was withdrawn on 5 December — CET had put the previous year's counterfeit losses at roughly R$50 million, and 17 percent of the booklets handed in for refunds were fake — while three days later the city replaced a 1,265-item service menu with SP156, one channel for municipal requests across phone, portal, app and counter.
Since 2019 the pattern has been delegation plus cameras. IluminaSP began replacing streetlights under a public-private partnership; in September 2022 signal maintenance and modernisation were folded into that same concession as a seventeen-year, R$1.12 billion addendum, and the SCATS retrofit that followed had reached 1,677 of about 6,751 signalised crossings by July 2026. Parking went the same way in May 2020, concessioned for fifteen years. In August 2023 the city contracted Smart Sampa at R$9.8 million a month, and by 2026 reported 50,000 connected cameras — 20,000 municipal ones matching faces, the other 30,000 privately owned and merely piped in. The Line 15 monorail finally ran unattended in March 2025, ten years after it opened, and only after a labour judge ordered the crews back aboard and an appeal court removed them again.

Three things are worth watching, and they pull in different directions. The first is what São Paulo publishes about itself. Its record-level release of every 156 request since 2012 under a CC0 dedication is unusually permissive, and it costs the administration the ability to pick the number that describes its own performance — the 35 percent of tree-pruning requests still open after three months in 2023 was arithmetic done by reporters. Against that sits a retreat: in October 2024 the city took down Sinal Verde, the page that had shown since 2014 which traffic signals were dark, saying it was being reassessed now that concession maintenance had begun. The second is whether the delegated services deliver. Bike Sampa is the test case — the urban-landscape commission doubled the sponsor's permitted logos in 2022 explicitly to pay for electric bikes and outer-zone stations, and two years later specialist reporting found no electric bikes, a smaller fleet, stations pulled from four neighbourhoods and the operator no longer attending the commission's accountability meetings. The third is the gap between measuring and enforcing. The flood map is not sensed at all: traffic agents on the street report each flooded point and grade it passable or impassable, so an alert moves crews but opens no gate and starts no pump. And nothing behind an SP156 deadline binds — no escalation, no penalty, no published on-time rate.
