Hong Kong enters the atlas through the backlash that reshaped its smart-city hardware. Its three-year pilot for some 400 multi-functional smart lampposts, spread across four busy districts, collided with the 2019 protest movement: demonstrators sawed several down in Kwun Tong, convinced the sensors could track them, and the government disabled the Bluetooth speed-detection and licence-plate functions. The pilot was finally completed in December 2023 on a deliberately camera-free, LiDAR-based design — a rare case of public distrust rewriting the technology itself.

Hong Kong put a contactless card in nearly every pocket before most cities had a website. Octopus launched in September 1997 as the world's first contactless smart-card fare system, and grew past the fare gate into buses, ferries, trams, light rail and more than 190,000 retail points; the operator reports over twenty million cards in circulation, about fifteen million transactions a day, and penetration around 98 per cent among residents aged fifteen to sixty-four. Nearly thirty years on it is still the backbone, which is the rarest outcome in this atlas — most of the payment products recorded here were replaced, discontinued or overtaken within a decade of their launch.
The second thing that worked is invisible and took a decade. Since 2015 the water department has divided the freshwater network into about 2,400 district metering areas, each fitted with flow and pressure sensors feeding a central analytics system that pinpoints leaks and manages pressure; all 2,400 zones were completed in March 2025. Mains leakage fell from over 25 per cent in 2000 to 13.4 per cent in 2024, against a target below ten by 2030. That is a measured quantity moving over twenty-five years, published by the department that owns the pipes — and it is the shape of evidence this atlas keeps asking other cities for.
Then the city put sensors where people could see them, and people objected. The three-year pilot for some 400 multi-functional smart lampposts in four districts drew a privacy backlash in 2019 in which protesters sawed several down over surveillance fears, and the government disabled the Bluetooth speed-detection and licence-plate recognition functions in response. An advisory panel recommended camera-free lidar instead, and the pilot finished — camera-free — in December 2023. Rolling out infrastructure capable of tracking vehicles and people, in a climate of low public trust, can turn the hardware itself into a target; the pilot only completed once the design committed to not seeing faces.
The most recent entries return to the pattern that works here. iAM Smart, launched in December 2020, is a free digital-identity app giving residents one login and a legally recognised digital signature across more than 1,300 government, public and private services, with registrations passing four million of roughly 7.5 million residents by December 2025 and about 180,000 daily uses. And in July 2026 a research institute and a bus operator connected four double-deck buses on four routes to roadside units in a short-range vehicle-to-everything trial, feeding live traffic-signal phases and road-hazard alerts to drivers — reported as the first such deployment on a franchised Hong Kong bus fleet, with the data linked to the government's open data portal.

Hong Kong's record makes an argument that almost no other city in this atlas can make from its own entries: the two systems that unambiguously worked are the two nobody has to look at. A fare card with 98 per cent penetration after twenty-eight years, and a leak-detection network that moved mains losses from over a quarter to 13.4 per cent across twenty-five years, are both infrastructure the public experiences as an absence of friction. The one system residents could see was sawn down and finished its pilot only after committing to not seeing them back. That leaves two questions worth watching. Whether the water network reaches its own sub-ten-per-cent target by 2030, which would be one of the few decade-scale targets in this atlas that anyone can check against a published series. And whether the lamppost design that survived — camera-free, lidar-based — becomes the template for the next sensing rollout, because the pilot's real finding was about consent rather than about hardware.
