Frankfurt's smart-city layer is unusual for how little of it the city owns. The radio network the sensors talk on belongs to the municipal utility, the biometric boarding at the airport inside the city boundary belongs to Fraport, and the data platform is a vendor product run through the municipal IT provider. What the administration does own it has kept well: a 3D city model rebuilt every year since 2009, a traffic control centre that publishes its own signal phases, and — since the old parking guidance system died in 2024 — a habit of shipping the data before the hardware.

Frankfurt's oldest smart-city layer is not a strategy or a platform but a survey. The city surveying office has kept a complete 3D model of Frankfurt since 2009, and — unusually for a genre full of one-off showpieces — rebuilds its roof geometry every year from the aerial flight it makes anyway. That maintenance habit is why a solar-potential tool built on those roofs can still be trusted fifteen years later.
2020 brought two systems that are now part of what "smart Frankfurt" means, and the city commissioned neither. In June, Mainova — the municipal utility — switched on a citywide LoRaWAN built to read heat and water meters, then rented the spare capacity to everyone else. In the same year, at the airport inside the city boundary, Fraport began letting Star Alliance passengers board on their face, opening it to every airline's passengers in October 2023.
2022 was the year the administration wrote things down. Frankfurt adopted a Smart City strategy, put a data platform underneath it — a vendor product run through the municipal IT provider ekom21, drawing on the utility's sensors — and did something most cities still do not: published its own traffic-light phases, so a free app can tell a cyclist the speed to catch the green wave. The same year the transport operator VGF began the longest project on this page, replacing the signalling on all nine Stadtbahn lines with digital train control, targeted for 2033.
Since then the city has been instrumenting its own fabric — LoRaWAN sensors in groundwater stations, soils and streams from 2023, scan cars recording street surfaces as laser point clouds from 2024 — and repairing what broke. The parking guidance system on the Anlagenring stopped working in autumn 2024, and the replacement arrived data first: live garage occupancy online from November 2025, the first new sign on the street in March 2026.

What happens next in Frankfurt is mostly a question of whose infrastructure it is. The Stadtbahn signalling conversion runs to 2033 and is only now in passenger-free testing; the scan cars were meant to go citywide in 2026; the new parking signs arrive one at a time against a €16 million programme, and which garages appear on the map depends on private operators choosing to connect. Underneath most of it the sensor layer stays the utility's rather than the city's, which is a durable arrangement but not a municipal asset. One gap the atlas cannot close from published sources: Fraport explains how to enrol in biometric boarding and has never said how long a face is kept afterwards.
