src-f665d4cdc4290610The government evaluation office's case study 'Surat's ICCC - one of the earliest through SCM' (copyright 2020). It says Surat operationalised its Integrated Command & Control Centre in 2016, describes the SMAC (Smart City) centre built by the corporation, gives a cost of Rs. 69 crores through Smart Cities Mission funds, names Surat Smart City Development Ltd as the responsible institution and says operation and maintenance is planned through PPP. Its Impact section names capabilities, not measured outcomes. Written by the evaluation arm of the government that funds the Smart Cities Mission, so it is the funder's own account rather than outside scrutiny.

Also carries the waste detail verbatim: 'Radio Frequency Identification (RFID) Tag is installed on all Door to Door vehicles. These automatically identify the vehicles at transfer stations and also record their weight automatically'.
src-7c0992a942f58497Ground report on Surat's sanitation record. Says the movements of all garbage pickup vehicles are monitored at the ICCC and quotes the municipal commissioner: every door-to-door vehicle is equipped with GPS and has a route plan, and if a vehicle misses anything in that plan there is provision of a penalty.

src-8aaf645679e39f01Report of a webinar held on 3 June 2022. Surat Smart City Development Ltd's general manager said the ICCC is also known as the SMAC center and listed the services monitored through it — transit management, automatic fare collection, solid-waste monitoring with GPS- and RFID-tagged vehicles and RFID readers, CCTV and biometric devices at transfer stations, complaint management, CCTV, GIS, vector-borne disease surveillance, property tax, garbage and spitting challans, and air quality — and said the monitoring had reduced the compliance time for complaints from 82 hours in 2017 to 42 hours in 2021.

Its description of the centre as India's first is the supplier's claim.
