Wikipedia dates the launch and names the supplier: 'Cubic Transportation Systems was selected as the provider of the system in 2008, at a base price of $42 million' and 'The new fare system, branded as the EASY Card, was launched in October 2009.' It adds that 'The Easy Card became the only method of payment for Metrorail after its introduction.' Cubic's release describes the continuing relationship: 'Miami-Dade DTPW awarded Cubic a contract in 2016 to modernize the EASY Card revenue management system as well as provide 10 years of back office cloud computing and support services.'
Caveat
The 2009 start year rests on Wikipedia alone. None of the county's own pages listed here states when the EASY Card began; they describe the card as it works today.

In the January 2020 article announcing the extension to buses, Mayor Carlos A. Gimenez is quoted saying 'We first launched contactless payment for Metrorail riders in August' — that is, August 2019. Wikipedia gives the same date and scope: 'Implemented in August 2019, riders are able to use their Visa, Mastercard, or American Express contactless credit/debit cards, Apple Pay, Google Pay, and Samsung Pay at the fare gates on the Metrorail.'
Caveat
August 2019 opened the Metrorail fare gates only. Metrobus fare boxes followed in early 2020, which is what the Coral Gables article was reporting.
