County memorandum adding a Fare Collection System Replacement project to the People's Transportation Plan, at an estimated $109,320,000 ($79.32 million surtax, $30 million federal). The Cubic system 'was implemented in 2008' and upgraded in 2016; its bus units 'have been in service since January 2009'. 'Due to the age of the system, the equipment is experiencing frequent failures', failures on active routes 'may require operators to wave passengers through without payment', and 'much of the system has reached the end of its useful life and parts are no longer being manufactured.'
