TransMilenio: Bogotá's BRT Trunk Network & Its Late Control Layer

TransMilenio opened in December 2000 under mayor Enrique Peñalosa — articulated buses in dedicated median lanes, enclosed pre-paid stations, level boarding — the template that BRT systems from Mexico City to Dakar were measured against. The data layer came later and in pieces: the Tullave contactless card reached every TransMilenio station only in September 2015, the GPS fleet-control system began a phased renewal in 2024, and a single control centre for operations & security opened in March 2026, twenty-five years after the first bus. TransMilenio S.A., the district company, is also the managing entity for Bogotá's wider SITP bus network and TransMiCable, and it publishes static and real-time GTFS feeds with no licence attached. The Carrera Séptima trunk promised for decades is still unbuilt, and the metro Peñalosa shelved to pay for the busway is now more than 80% complete.

A peer-reviewed measurement put throughput on the busiest trunk section at about 43,000 passengers per hour per direction, with a practical ceiling near 48,000 at 150 passengers per bus (Hidalgo, Lleras & Hernández, Research in Transportation Economics, 2013). Trunk fare evasion fell from 29.6% in 2022 to 13.1% in 2024 on figures cited in a Bogotá council debate, with losses still above COP 100 billion per half-year; a February 2026 council item put the 2025 cost above COP 265 billion.

🎓 Lesson

Bogotá built the corridor first and the control room last. Concrete, prepaid stations and level boarding delivered metro-scale throughput within two years; unified ticketing arrived after fifteen, an integrated control centre after twenty-five — by which time crowding, fare evasion and riots had already set the system's public reputation. Throughput is not the same as legitimacy.
