What the record shows
Egypt buys the room with the screens before it buys the things that measure. That sequence, repeated across power, water, air and ports, is the shape of this record. In September 2022 Siemens took a contract of about €50 million, on a Japanese development loan, to build two advanced distribution management systems for Alexandria's electricity company plus a geographic information system and 300,000 smart meters. When the prime minister inspected the western centre in June 2026 it was supervising twelve transformer stations and fifty-six distribution units for roughly a million subscribers — and 5,000 of the meters had been installed. The supervisory layer arrived years ahead of the measurement layer beneath it, and the meters are the half that would locate the losses the loan was signed to reduce.
The city's water company repeats the pattern and then makes it legible. Its control and command centre opened in July 2025 with SCADA over station pressures, a GIS layer, a laboratory system and cameras. Five months earlier its chairman had reported non-revenue water down from 37.2 to 23.5 per cent against a target of 19 — and credited pipe replacement, filter-water recycling and prepaid meters, not instruments, which is honest, because the control room had not opened yet. What is missing is the measurement that actually finds leaks: nothing in the descriptions mentions district metered areas or minimum night flow, and no number out of the centre is published, so the utility's loss curve has to be taken on its word.
Where the instruments do exist, almost nothing they read is binding, and almost nothing is public. Greater Cairo's air-quality network has been upgraded since September 2020 under a US$200 million World Bank loan — more monitors, a forecasting system, and a graded response plan for the autumn season when rice-straw burning thickens the air. The plan was still awaiting Cabinet approval in January 2026. There is no public real-time feed from the ministry, whose own air-quality pages returned 404 in July 2026; the live picture comes from commercial platforms and a US Embassy monitor. Even the trend is contested by the two parties running the programme: the World Bank reports PM10 falling from 128 µg/m³ in 2020 to 88 in 2025, an Egyptian government report gives the same trend as 118 to 89, and the Bank's own April 2025 supervision rated implementation moderately unsatisfactory with none of twelve targeted pollutant monitors installed. A World Bank blog in April 2026 describes the response plan in the present tense, as already switching measures on automatically; Egyptian government reporting three months earlier did not. Instruments are the cheap half.
The metering entries carry a warning that applies to the whole country's statistics. Egypt runs two programmes at once and they are not the same system. The donor-financed rollout in North Cairo replaces about 490,000 mechanical meters with remotely read ones that bill afterwards by SMS — no top-up card, tamper flags, disconnection without a site visit — and it arrived roughly two years behind its contractor's own schedule, with installation only beginning in April 2025 in a first phase of about 50,000. Alongside it runs a much larger conversion to prepaid cards, which makes the household pay first. Reading a national metering total without separating the two produces a number that means nothing.
Two entries test claims rather than instruments, and both matter beyond Egypt. The Cairo monorail carried its first passengers in May 2026 and reached its full twenty-two stations that June, running 56.5 km from Nasr City into the New Administrative Capital; Alstom states it runs unattended at the highest grade of automation from a control centre in the new capital. No independent confirmation of unattended running was found — and the atlas holds the counter-case in its own corpus, because the same Innovia 300 monorail runs São Paulo's Line 15, where staff rode the trains from 2014 until unattended operation began in March 2025. Until an operating rulebook or an outside observer says what is aboard, that grade is a specification rather than a practice. The metro's fare card tests a different claim. It has charged by distance since 2013, earlier than Kigali's Tap&Go or Lagos's Cowry, and thirteen years on it still stops at the metro's own gates: a single card spanning metro, monorail, light rail and buses was announced in November 2023 and again in November 2025 without arriving, and the new monorail was equipped separately with a different, account-based system. Nothing measurable comes back out of it either — neither operator publishes ridership or a schedule feed, and circulating daily figures run from three to five million with no reconciliation.
The most instructive failure is the smallest project. Cairo Bike, Egypt's first public bike share, was owned by the governorate, paid for by a Swiss foundation, delivered with UN-Habitat and technically supervised by ITDP. Its first attempt collapsed within weeks in July 2022 when the maintenance contractor demanded more money; it was inaugurated again that October, weeks before Egypt hosted COP27; it stalled a second time and reopened under a new operator in September 2023. When a newspaper watched the stations for seven days in June 2024, the app refused bookings and the hotline printed on the signs was disconnected. Of roughly fifteen kilometres of protected lane planned, about two were built. A grant can buy bicycles, docks and an app; it cannot buy an operator that stays or a street that is safe to ride on. The counterpoint sits in Alexandria, where four sea-level gauges feed a Mediterranean warning system and a governorate operations room that met all twelve Tsunami Ready indicators in May 2024, the first such recognition in Egypt and in Africa — a warning chain certified without a single automatic actuator, and two of whose four gauges have stopped transmitting. If the entries below agree on one lesson, it is that Egypt has been buying visibility faster than it has been buying either the sensors underneath it or the authority to act on what they show.
