Particulate Emissions Trading Scheme
The world's first cap-and-trade market for particulate matter runs on the chimneys of Surat's mills. It was built as a randomised trial, so for once there is a causal answer — and it covers stacks, not streets.
Surat's most consequential instruments are not on its streets but on its chimneys. In June 2019 the Gujarat Pollution Control Board opened here the world's first emissions market for particulate matter, metering the stacks of hundreds of textile and dye plants continuously and letting them trade permits under a cap. Because the pilot was deliberately built as a randomised controlled trial, it is one of very few urban environmental programmes anywhere with a causal estimate behind it, published in the Quarterly Journal of Economics in 2025. The contrast with the rest of the city is the interesting part: industrial emissions are metered to the kilogram, while the municipal corporation measures the ambient air its residents breathe continuously at two stations. Everything else in Surat's digital layer is administrative — a command centre opened in 2016 that watches the waste fleet closely enough to fine a missed street, fare and vehicle telematics laid over a bus system running since 2014, and a flood warning chain on the Tapi that can forecast what the reservoir upstream will receive but cannot decide what it releases.

Surat's control room predates most of India's. The SMAC centre went into operation in 2016, among the earliest under the national Smart Cities Mission, aggregating transit and fare collection, solid waste, traffic signals, street lighting, water and drainage telemetry, cameras and complaints for departments that had each watched their own systems. Its most concrete application is the door-to-door waste fleet, where vehicle positions are checked against programmed routes and tags identify vehicles at transfer stations and record their weight — and where the municipal commissioner has described a penalty for a vehicle that misses points on its route, so a tracked deviation lands on a contract rather than on a dashboard. That is what makes a control room bite. A decade on, no published evaluation says what changed because of the centre itself.
The bus network shows the ordinary sequence, which is corridor first and instruments later. Surat's bus rapid transit began operating in January 2014; work on automatic fare collection started in March 2017 and finished in February 2019, integrating the separate rapid-transit and city bus networks so that one ticket covers a journey across both, on an open-loop payment card alongside paper and mobile tickets, with vehicle location, real-time monitoring, passenger displays and depot management feeding the command centre. The fare card is the part that changed something structural: before it, two bus systems ran on the same streets behind two payment systems, which is a fare barrier rather than a technical one, and no amount of vehicle telematics would have removed it.
In June 2019 the state pollution board opened the world's first emissions trading scheme for particulate matter in Surat's industrial belt, and did something almost unheard of in this atlas: it designed the pilot as a randomised controlled trial. Of 317 large coal-burning plants required to install continuous stack monitoring, 162 were assigned to the market and 155 stayed under the conventional regime. The trial was published in a leading economics journal in May 2025: plants in the market cut particulate emissions by 20 to 30 per cent against the control group, held enough permits to cover their emissions 99 per cent of the time against at most 66 per cent compliance among control plants, and abated at 11 per cent lower cost, with a benefit-cost ratio the authors put at at least 25 to one. The market exists only because the measurement came first — a permit is worthless without stack data nobody disputes.
Set that against how the same city measures the air everyone breathes. Under the national clean-air programme Surat runs an air quality management cell whose own continuous monitoring consists of two sensor-based stations, at two zone offices, alongside seven state stations that take manual samples rather than continuous ones; seven more continuous stations are planned. In September 2024 Surat was ranked first among Indian cities over a million residents in the national clean-air survey — a survey that scores cities largely on the measures they implement rather than on measured concentrations, and neither the award nor the corporation publishes a Surat-specific reduction against the programme's own baseline. The flood warning system has the same shape from the other end: ten automatic weather stations, two water-level units and a hydrological model give five days' notice of inflow into the Ukai reservoir, and the release decision belongs to the state irrigation authorities, so the forecast has to cross an institutional boundary before it becomes an action.

Surat is the sharpest illustration in the atlas of a single principle: an instrument is worth what depends on its number. The city meters particulate emissions continuously on hundreds of chimneys, because a market needs a figure a plant will pay for — and the same instruments that priced the emissions produced the compliance record, which is why compliance rose rather than merely being reported as high. It measures the ambient air of a city of several million at two continuous municipal points, because nothing yet depends on that number in the same way, and a national ranking that rewards plans rather than concentrations does not close the gap. The open questions are all versions of the same one. Whether the seven planned continuous stations arrive and whether anything is ever attached to what they read. Whether the trading scheme, now copied to a second Gujarat city, is ever extended past industrial stacks to the traffic, construction dust and household fuel it does not touch. And whether the flood forecast ever gains standing with the authority that opens the dam.
