Kuala Lumpur's smart-city effort is run largely out of the Kuala Lumpur Command & Control Centre (KLCCC), the operations hub of city hall DBKL that grew from a 2000s traffic-information system into a citywide sensor network. Its most visible bet is surveillance: some 10,000 AI-equipped CCTV cameras, jointly operated with the national police and installed under a 10-year contract with listed integrator ITMAX System from 2024, wired into KLCCC alongside traffic-light control, flood monitoring and a planned digital twin. Kuala Lumpur has run a metro line with nobody aboard since September 1998, which makes it one of the earliest anywhere. The Kelana Jaya line opened as a privately financed system described at the time as the world's second-longest fully automated driverless metro, and the automation outlived its owner: the operator ran into severe financial difficulty, the government arranged a bond issue to buy the assets, and a state-owned company has run the line since 2002. Extended since, it now runs 46.4 kilometres through 37 stations, among the longest driverless metro lines anywhere. Its dependency showed in November 2022, when a recurring fault in the supplied automatic train control electronics closed sixteen stations for seven days while engineers and the manufacturer searched for the cause. In twenty-four years the line's two crises were a balance sheet and a signalling cabinet.
The traffic network is the counter-example, and the city bought it twice. The integrated transport information system went live in 2005 as the city's nerve centre — cameras, variable-message signs, a valley-wide control room — and became a standing lesson in camera decay. By June 2014, when a revamp switched on 1,200 replacement cameras under a fresh contract, City Hall's own enforcement officer conceded that only a few of the original system's 300 cameras still worked. An opposition member of parliament put cumulative payments in the hundreds of millions by 2013 and said the following year's allocation had been classified under the Official Secrets Act; the mayor was still defending the cost in 2017. A camera network is an operating commitment, not a purchase — and the plainest status report on this one came not from a dashboard but from an official's aside at a relaunch.
Two years after the traffic system came the entry that explains what the atlas means by a decision. The SMART tunnel opened in 2007 as a 9.7-kilometre stormwater bypass whose middle section is a double-deck motorway carrying an average of 30,000 cars a day: the road runs in dry weather and is surrendered to floodwater in a severe storm. The surrender is not an automatic gate but a declared mode tripped by a measured number — when flow at one gauged river confluence passes 70 cubic metres a second water is diverted beneath the traffic; at a forecast 150 the operator declares the next mode and evacuates the motorway in about an hour; if heavy rain persists the watertight gates open and the full bore goes to floodwater, with the road back within four days. Nine full-flood activations between 2007 and the end of 2021, and in December 2021 five million cubic metres diverted in a 22-hour operation against a design capacity of three million.
The two most recent systems went in the opposite directions the city already knew. From 2016 the MRT lines were specified driverless from the start rather than promoted later — the Kajang line's full 51 kilometres in July 2017, the Putrajaya line's 57.7 kilometres in March 2023, 13.5 of them tunnelled beneath the city centre — with a manual control stand behind a locked panel for recovery moves. The grammar test for a driverless metro asks for the date when nobody is on board any more; here the answer is the opening day. Meanwhile City Hall wired the capital with about 10,000 cameras carrying sixteen analytics and facial recognition, jointly run with the national police under a ten-year contract from 2024, and reported snatch thefts falling from 368 in 2024 to 156 in 2025 and robberies down a fifth. Those are the authorities' own figures, and the expansion outran the country's data-protection law, from which government bodies are exempt.

Kuala Lumpur has spent nearly thirty years demonstrating that automation was never the weak part. A driverless line has run since 1998 through an owner's insolvency and a week-long signalling failure; two later lines were specified driverless from the opening day. What decayed was the camera network, and what actually works in the flood system is not mechanical at all — one gauged confluence carries the authority to take a tolled motorway away from traffic inside an hour, which is the institutional half most cities skip when they buy flood sensors. The open questions are about the newest layer rather than the oldest. Whether the crime figures credited to the camera network are ever checked by anyone outside the bodies that run it, since the drop is large and the attribution is theirs. Whether facial recognition on a citywide network acquires an oversight regime, given that the exemption is statutory rather than accidental. And whether the tunnel's own diversion figures, which have never been independently audited, are examined before the next storm larger than the one in 2021.
