A contemporaneous account written thirteen days after the event dates the launch to the day: "On 17 May 2011 the time has come – the first Open Government Data (OGD) portal of a public administration in Austria was launched". The same piece describes the year of preparation that led to it, beginning with an open-data meetup at the Austrian Computer Society on 8 April 2010 and the incoming coalition's commitment to open data in November 2010.

Caveat
The claim rests on this one account, and its author was a participant rather than an observer: he co-founded the OGD Austria initiative, and his company's awareness project OGD2011 was part-funded by ZIT, the City of Vienna's own technology agency, while the firm also belonged to the EU project that consulted on the portal's implementation. The same account adds that the Open Commons Region Linz had announced a data portal before Vienna, for launch in September 2011, so Vienna was first to go live rather than first to commit.

The city's own open-data page uses exactly this quantity: "Mehrere hundert Datensätze liefern beispielsweise detaillierte Auskunft über Einbahnen, historische Siedlungsräume, historische Luftbildaufnahmen, Messdaten von Luftschadstoffen oder WLAN-Standorte" — several hundred datasets covering one-way streets, historic settlement areas, historic aerial photography, air-pollutant readings and Wi-Fi locations. A count taken from the portal's own search interface on 22 August 2026 returns 770 datasets in the City of Vienna catalogue.
Caveat
The city gives no number and no reference date of its own, so "several hundred" is its wording rather than a measurement. The same page also states that City of Vienna datasets are now published on the federal platform data.gv.at, and the address data.wien.gv.at forwards there.

A check of all 770 City of Vienna datasets on data.gv.at on 22 August 2026 found 765 carrying CC BY 4.0 on every file they offer; four offer no files at all, and one offers six files with no licence named.

Caveat
The exemption line sits at municipalities of 5,000 inhabitants or fewer, so "larger" covers most of the country's towns rather than only its cities, and the duty falls on federal, provincial and municipal administrative bodies alike. The federal page also draws the duty more narrowly than the passage suggests: what must be published is information of general interest — commissioned expert opinions, studies and contracts — and only the descriptive metadata has to be filed to the central register at data.gv.at, with the information itself staying where the authority holds it.
