Claims, one by one

The text below is copied verbatim from the published record. Each claim names the source dossiers that carry it; caveats stay attached to the claim they qualify.

What the mapping says
A contemporaneous account written thirteen days after the event dates the launch to the day: "On 17 May 2011 the time has come – the first Open Government Data (OGD) portal of a public administration in Austria was launched". The same piece describes the year of preparation that led to it, beginning with an open-data meetup at the Austrian Computer Society on 8 April 2010 and the incoming coalition's commitment to open data in November 2010.

Claim 2 clm-b10b443fa702d538 descriptive
data.wien.gv.at is widely credited as Austria's first Open Government Data portal run by a public administration
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
The account states it directly: on 17 May 2011 "the first Open Government Data (OGD) portal of a public administration in Austria was launched – and it was the capital Vienna that did this courageous and so important step", taking "the role of a pioneer in the area of open data in our country".
Caveat
The claim rests on this one account, and its author was a participant rather than an observer: he co-founded the OGD Austria initiative, and his company's awareness project OGD2011 was part-funded by ZIT, the City of Vienna's own technology agency, while the firm also belonged to the EU project that consulted on the portal's implementation. The same account adds that the Open Commons Region Linz had announced a data portal before Vienna, for launch in September 2011, so Vienna was first to go live rather than first to commit.

Claim 3 clm-417240c0dadf9b4a descriptive
The city now publishes several hundred datasets
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
The city's own open-data page uses exactly this quantity: "Mehrere hundert Datensätze liefern beispielsweise detaillierte Auskunft über Einbahnen, historische Siedlungsräume, historische Luftbildaufnahmen, Messdaten von Luftschadstoffen oder WLAN-Standorte" — several hundred datasets covering one-way streets, historic settlement areas, historic aerial photography, air-pollutant readings and Wi-Fi locations. A count taken from the portal's own search interface on 22 August 2026 returns 770 datasets in the City of Vienna catalogue.
Caveat
The city gives no number and no reference date of its own, so "several hundred" is its wording rather than a measurement. The same page also states that City of Vienna datasets are now published on the federal platform data.gv.at, and the address data.wien.gv.at forwards there.

What the mapping says
The page breaks the catalogue down along these lines: "Geodaten: Verwaltungsgrenzen, Adressregister, Verkehrsnetze, Gebäudeinformationen"; "Verkehrsdaten & Routing: Echtzeitdaten der Wiener Linien (Haltestellen, Linien, Stiege), Routingdaten für Fußgänger*innen, Radfahrer*innen und Autos"; "Öffnungszeiten von Ämtern"; and "Weitere Datenarten: Statistikdaten, Wahlergebnisse, Umwelt- und Wetterdaten, Bildungsdaten, Tourismus-Informationen, Gesundheitsdaten".

Claim 5 clm-e6a8c6ee4a0a7cbc quantitative
under CC BY 4.0
Published field

Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
The city names the licence: "Die Publikation erfolgt in der Regel unter der Lizenz CC BY 4.0, was freie Nutzung bei Namensnennung erlaubt" — publication is, as a rule, under CC BY 4.0, which permits free re-use with attribution.
Caveat
The city writes "in der Regel" — as a rule — rather than claiming the licence for every dataset, so the entry states as a flat fact what the operator states as a norm. A check of all 770 City of Vienna datasets on data.gv.at on 22 August 2026 found 765 carrying CC BY 4.0 on every file they offer; four offer no files at all, and one offers six files with no licence named.

What the mapping says
The city's own open-data page states under the heading "Veröffentlichung": "Die Veröffentlichung von Datensätzen der Stadt Wien erfolgt auf der Plattform data.gv.at" — the City of Vienna publishes its datasets on the federal platform data.gv.at.
Caveat
The page does not say when publication moved there, so the sentence describes the arrangement today and not the one the portal launched with in 2011.

Since Austria's Freedom of Information Act took effect on 1 September 2025

What the mapping says
The federal government's page dates it: "Mit 1. September 2025 tritt die Novellierung des Bundes-Verfassungsgesetzes sowie die Einführung des Informationsfreiheitsgesetzes (IFG) in Kraft, womit auch die verfassungsgesetzliche Amtsverschwiegenheit aufgehoben und eine Informationsfreiheit eingeführt wird" — the constitutional duty of official secrecy is lifted on that date and a right of access is created. The City of Vienna repeats the date: "Seit dem 1. September 2025 ist das Informationsfreiheitsgesetz (IFG) in Österreich gültig."

Claim 8 clm-c7ec897a8d52af63 descriptive
larger municipalities must proactively publish such information
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this file
What the mapping says
The federal page states the duty and its size threshold: "Öffentliche Stellen sind künftig verpflichtet, Informationen von allgemeinem Interesse, wie in Auftrag gegebene Gutachten, Studien und Verträge, von sich aus zu veröffentlichen und über ein zentrales elektronisches Informationsregister zugänglich zu machen", and "Gemeinden bis zu einer Grenze von 5.000 Einwohnerinnen und Einwohnern sind von der Pflicht ausgenommen". The City of Vienna describes the same obligation in open-data terms: "Dadurch werden Behörden gesetzlich verpflichtet, ihre Daten aktiv als Open Government Data zu publizieren, solange diese keinen besonderen Schutzpflichten unterliegen."
Caveat
The exemption line sits at municipalities of 5,000 inhabitants or fewer, so "larger" covers most of the country's towns rather than only its cities, and the duty falls on federal, provincial and municipal administrative bodies alike. The federal page also draws the duty more narrowly than the passage suggests: what must be published is information of general interest — commissioned expert opinions, studies and contracts — and only the descriptive metadata has to be filed to the central register at data.gv.at, with the information itself staying where the authority holds it.

What the mapping says
The city marks the change of footing: "Während OGD früher vor allem auf freiwilliger Basis für mehr Innovation und Transparenz gesorgt hat, ist das Veröffentlichen von Daten nun zur Pflicht geworden" — where open government data previously served innovation and transparency mainly on a voluntary basis, publishing has now become an obligation.

Known limits of this file
  • Publisher names and source languages have not yet been classified; domains are recorded without guessing.
  • Existing source notes are descriptive locators, not page- or paragraph-exact citations.
  • A missing archive, publication date or content hash is shown as null rather than inferred.
  • The project-level evidence grade ranks the strongest source in the entry; it is not a truth score for every claim.
