The OMY council's own name matches this description (BOLDLY's release names the co-organizer as '大手町・丸の内・有楽町地区まちづくり協議会', the Otemachi-Marunouchi-Yurakucho District Urban Development Council). RobotStart states the trials have run continuously since 2017: '大丸有協議会とBOLDLYは、2017年から丸の内仲通りにおいて継続して自動運転バスの実証実験を行うとともに' ('...have continuously conducted autonomous bus demonstration experiments on Marunouchi Naka-dori since 2017'), and separately names a prior trial in March 2021 immediately before the February 2022 one described in this entry. Together with the OMY council's own news feed (a further low-speed mobility trial in Oct-Nov 2024, then MOBI BASE in 2026), this supports a recurring series -- just not one that began in 2021 (see unsupported).

Caveat
Both sources describe the ridership as 'approximately 420,' not an exact count. More importantly, RobotStart's own account states a human operator rode aboard and gave the final safety confirmation before each intersection crossing ('自動運転バスには乗員として操縦士(オペレーター)が1名乗車する' -- one pilot/operator rides aboard as crew; '最終的な安全確認はオペレーターが行う' -- the operator performs the final safety check), so the shuttle demonstrated autonomous-driving technology rather than running fully unsupervised.

Neither cited source is the operator of the featured mobility services -- LUUP, Docomo Bike Share and Hinomaru Jidosha Kogyo run those independently. Both cited sources are the district's area-management consortium and its lead landowner's design subsidiary announcing a hosted event; no ridership or usage figures are given for this edition.
