Kurir confirms the starting point retrospectively in 2022: the city “krajem 2019. godine potpisao ugovor za implementaciju sistema adaptibilnog upravljanja saobraćajem” (signed a contract at the end of 2019 to implement an adaptive traffic management system).
Caveat
Both sources date the contract, not the first junction actually retrofitted; neither says when work began on site.
