The Siemens press release is dated 08 September 2022 and states: "This project funded by the Japanese International Cooperation Agency (JICA) has a value of about EUR 50 million", and that the award is "Lot 1 of a JICA-funded loan". The Ministry of International Cooperation's record for the underlying operation lists Japan as the development partner, "TYPE OF FINANCE : Loan", and a signature date of 2022-02-10.
Caveat
September 2022 is the date Siemens announced the award, not necessarily the date it was signed; the loan behind it was signed in February 2022. Neither source uses the term "ODA": Siemens calls it a JICA-funded loan and the ministry records it as a loan from Japan.

At the inspection the utility gave the same purpose for the meters: monitoring consumption and "reducing loss rates" (تقليل نسب الفقد), alongside improving network efficiency and cutting outage times.
Caveat
Both sources name loss reduction as a goal of the meters. Neither says the meters are the only way to find losses, and no source reports what the losses are or whether they have moved.
