The pioneers, the icons, the ones that defined what a 'smart city' even means. Read in order they are less a hall of fame than a timeline: road pricing arrives first, the built-from-scratch cities follow and fall short, and the networks that owned no infrastructure outlast both.

- 1 🚲 Electronic Road Pricing (ERP) Network Where priced roads start: gantries that hold expressway speeds inside a target band rather than charging a flat toll. Almost everything later on this list is a variation of it.
- 2 📡 Songdo International Business District The build-it-from-scratch answer, and the first correction — two decades in, a fraction of the population it was drawn for.
- 3 🚲 Central London Congestion Charging Scheme Singapore's idea retrofitted into an old city with camera rings instead of gantries. The visible first-year result is what made it politically survivable.
- 4 🚲 Metrocable & Social Urbanism The one measured against control neighbourhoods: homicide fell 66% more where the cable car went than in comparable barrios.
- 5 🚲 Stockholm Congestion Charging Zone The rare case where the effect beat the forecast — 22% against a 10–15% target — and the referendum came after people had felt it, not before.

- 9 🚲 RIT Fleet Telemetry Upgrade The bus system the world copied in the 1970s, finally getting the data layer it had done without for thirty years.

What this route shows
Three of these eleven are recorded as scaled back, and the two most-copied ideas on the list — priced roads and a cable car to the hillside barrios — were neither new technology nor new cities. They were old infrastructure with a decision attached.
