In the documented record a city drone is almost never a vehicle. It is a camera on a schedule — and where it is a vehicle, the thing that decides whether it flies is an aviation regulator the city does not control.

This guide reads what drones actually do across the atlas: surveying, patrolling and delivering. The map layers they feed sit in the digital cadastre guide, the surveillance questions in privacy, and the delivery networks touch public transport only at the edges. A note on scope: a national programme headquartered in a city is not that city's project, so several well-known drone-delivery networks appear nowhere here — the system has to run in the atlas city itself.

Mostly, they survey

The strongest evidence in this corpus comes from mapping, and the durable product is the dataset rather than the aircraft. Dar es Salaam's Ramani Huria trained roughly 470 students and hundreds of Red Cross volunteers to map flood-prone wards with smartphones, drones and street surveys, covering about 49 of 90 wards and some 450,000 buildings — and its lesson is that the community-generated map outlived the funded programme, feeding national statistics and disaster planning. Cauayan built a drone-based 3D twin and used it to estimate crop and infrastructure damage after a typhoon.

Two entries turn the camera on property rather than water. Hyderabad's asset-protection agency stacks drone photography from 2006 to 2023 against satellite imagery and historical cadastral maps to prove encroachment on lakes and parks, and reported reclaiming roughly 200 acres in its first months — with the honest caveat recorded in its own entry that the mapping ran ahead of the enforcement layer meant to hold the boundaries. Bengaluru uses aerial and drone audits against its property-tax map, flagging 688 crore rupees of under-declaration across 23,600 properties — amounts detected, the entry is careful to say, not amounts recovered.

Patrolling, and what the numbers measure

Maidstone flies thermal-imaging drones over fly-tipping sites to speed clean-ups and gather evidence for prosecutions; council figures for April to September 2025 record 1,687 reports, 1,104 cleared within four days and 146 cases ending in a fine or court action. Wuhan's Optics Valley district runs nine automated drone stations that had logged more than 14,500 cumulative flight hours and 235 incidents at the time of its dashboard launch. Chengdu's traffic police put drones alongside AI signal control in a single campaign.

Every one of those figures counts activity — flights, hours, incidents logged, sites cleared. None of them says whether fly-tipping, congestion or disorder got smaller, and this atlas grades them accordingly. Las Condes adds the governance version of the same problem: drone patrols bought by the single richest comuna of a metropolis that has no metropolitan government stop at that comuna's boundary, and the only outside scrutiny they drew came years later.

Delivery scales exactly once, and not because of the drone

Shenzhen is the single documented case of commercial cargo drones at city scale: 310 designated low-altitude logistics routes and more than 1,200 takeoff and landing facilities by mid-2026, with flights passing a million in 2025. The entry's lesson is the part worth carrying elsewhere — what made it work was a national aviation regulator's trial-zone certification combined with city-built landing infrastructure, not local permissiveness. The city's contribution was concrete: pads, corridors and the right to use them.

Everywhere else in this record the aircraft is waiting. Berlin's U-Space last-mile lab is a three-year Reallabor for medical samples and food. Wiesbaden's defibrillator drone completed successful test flights and no permanent emergency service followed. Cyberjaya opened a drone testing zone beside its sensor network. New Clark City flew one as part of a demonstration that ended on schedule.

The clearest failure is a finished building

Osaka is the sharpest entry in this guide precisely because nothing was wrong with the construction. The city-owned metro operator won a tender and built a 12,000-square-metre eVTOL hub on Chuo Pier for Expo 2025, connected to on-demand buses and shared bikes. All four intended operators then dropped commercial passenger service because safety certification was not ready. The pad exists; the flights were pushed to around 2028. A city can build the infrastructure for aviation and still not be the party that decides whether anyone may fly from it.
