Tunis runs two digital systems that could hardly be further apart in age. The city's own property-tax office has been online since February 2009 — still working, still on software from 2008, still reached over an unencrypted connection with a login code printed on the paper tax notice. The other is new and much larger: the RFR suburban railway, whose European signalling and central control post were contracted in 2013 to open in 2016 and carried their first passengers in 2023. Between them sits the pattern the atlas keeps finding here — announcements that outrun delivery, and quiet systems that keep running long after anyone stopped writing about them.
