Claims, one by one

The text below is copied verbatim from the published record. Each claim names the source dossiers that carry it; caveats stay attached to the claim they qualify.

Claim 1 clm-dfc2ac551cbdceda descriptive
Tartu rebuilt Soviet-era khrushchyovka blocks in its city centre into 'smartovkas'
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The chapter states verbatim that the buildings 'will undergo renovation to become energy-efficient, modern dwellings, i.e. “smartovkas”'. The Horisont essay carries the Estonian coinage: 'rekonstrueeritakse 17 Tartu kesklinnas paiknevat hruštšovkat energiatõhusaks ja kaasaegseks elamuks, smartovkaks' (17 khrushchyovkas in Tartu's city centre are being rebuilt into energy-efficient, modern dwellings — smartovkas).
Caveat
The term is the project's own coinage, used by the city, the project's researchers and the press alike.

Claim 2 clm-c93766832a0a2e87 quantitative
renovated to energy class A, with rooftop solar plants, CO2-triggered heat-recovery ventilation and a smart-home panel in every flat
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The city page states the scheme supported 'renoveerimist a-energiaklassi hooneks' (renovation into A-energy-class buildings). Tartu Postimees 2017 describes the ventilation: apartments get 'nutika ventilatsioonisüsteemi, mis hakkab tööle siis, kui süsihappegaasi sisaldus' tõuseb (a smart ventilation system that starts working when the carbon-dioxide level rises). The Horisont essay: 'paigaldatakse igasse korterisse ka nutikodulahendus' (a smart-home solution is installed in every apartment), controlled from a wall panel or any internet-connected device. Solar on the roofs is carried by the project site ('All the houses will also be equipped with solar panels') and the city's 2019 release on Tähe 2. The heat-recovery half is carried verbatim by Mooses et al.: the project involved 'implementing a heat recovery ventilation system, and installing solar panels'.
Caveat
Estonian heat-recovery detail: the buildings received demand-controlled heat-recovery ventilation per the city's completion release; the CO2 trigger is the design description from 2017.

Claim 3 clm-63e69bc0c0541520 descriptive
a smart-home panel in every flat showing heating, electricity and water use
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The paper describes 'CO2-sensors and smart home panels that provide automated, on-demand heating and ventilation controls' and says the panels let residents 'monitor electricity and water consumption, and solar energy production; and compare monthly resource use rates with those of the apartment block'. The Horisont essay says the smart-home solution went into every apartment ('igasse korterisse').

Claim 4 clm-fb36fe31c40ef364 quantitative
The city budgeted support for 22 buildings at 102 euros per square metre
Published field
snippet · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
Tartu Postimees 2017, verbatim: 'saavad kortermajad rekonstrueerimistoetust 102 eurot suletud netopinna ruutmeetri kohta. Kokku saab Tartu toetust 39 000 ruutmeetri peale, see teeb 22 kortermaja' (buildings receive 102 euros of reconstruction support per square metre of net floor area; in total Tartu gets support for 39,000 square metres, which makes 22 apartment buildings). The city's own page confirms the 102 EUR/m2 rate.
Caveat
22 is the scheme's budgeted count; the project's researchers later describe an aim of 18 buildings, and 17 were completed by summer 2020.

mapped · no interpretation or interpolation added by this passport
What the mapping says
Tartu Postimees 2018, verbatim: 'on kahe aastaga ehitus nii palju kallinenud, et ühistutel pole võimalik kinni maksta projektis nõutud omaosalust' (in two years construction has become so much more expensive that associations cannot pay the own share the project requires); its photo caption names Tiigi 3 (refused by KredEx) and Tiigi 7 (residents quit the project). The city page: '2020. aasta suveks on renoveeritud 17 hoonet' (by summer 2020, 17 buildings had been renovated).
Caveat
One further building's completion was still listed among the project's remaining tasks when it was extended to July 2022; no source read for this entry confirms an eighteenth completion, and the European Commission's post-project profile still counts 17.

What the mapping says
Verbatim: '2020. aasta suveks on renoveeritud 17 hoonet. Kokku 32 701 m2 netopinda ja 619 korterit' (by summer 2020, 17 buildings had been renovated — 32,701 m2 of net floor area and 619 apartments in total). The page lists each building with address, area, support sum, builder and completion year (2018–2020).
Caveat
The European Commission's ManagEnergy profile prints 32,071 m2 — a digit transposition of the city's figure; the operator's 32,701 m2 is used here.

What the mapping says
Verbatim: 'Renoveerimiste hinnanguline kogumaksumus oli 14 527 000 eurot ning Tartu linn toetas töid 3 271 000 euroga' (the estimated total cost of the renovations was 14,527,000 euros and the city of Tartu supported the works with 3,271,000 euros). The city's support was the Horizon-2020-funded 102 EUR/m2 scheme.
Caveat
City estimate; the EC's ManagEnergy profile states 14,931,000 euros invested.

Claim 8 clm-3bb50df3479e8d51 quantitative
initial comparison data showed energy demand down 43 per cent on average
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The July 2020 completion release, as republished by City24, states: 'Esialgsed võrdlusandmed näitavad, et energiavajadus on hoonetes vähenenud keskmiselt 43 protsenti' (initial comparison data show that energy demand in the buildings has fallen by 43 per cent on average), with fuel splits of 27 per cent less grid electricity, 58 per cent less natural gas and 43 per cent less district heat. The page loads as a JavaScript shell and returns 403 to automated readers; the sentences were established through search-result renderings of the page, so no locator can be given.
Caveat
The project's own first comparison, not an independent measurement, and a measured-use figure — not directly comparable with the calculated 90 kWh/m2 design label. The project's final monitored results sit in EU deliverables whose download portal blocks automated reading.

Sources carrying this claim

  1. City24, press release on the completion of Estonia's most energy-efficient renovated apartment buildings (media)
Claim 9 clm-eed2489ad5ee2745 quantitative
from roughly 270 kWh/m2 a year to 90
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
The chapter, verbatim: 'reduce energy consumption in dwellings of this type in the Tartu pilot area from the current 270 kWh/m2/y to a nearly zero-energy building (nZEB) level. This means a maximum energy consumption of 90 kWh/m2/y.' The Horisont essay carries the same figures in Estonian: energy use of '270 kWh/m2/a' down to 'kuni 90 kWh/m2/a ehk A-energiaklassile vastavaks'.
Caveat
Design target, not a measured outcome. The EC's later ManagEnergy profile rounds the baseline to 250 kWh/m2; the project's own 270 is used here.

  1. Ahas, Mooses, Kamenjuk & Tamm, chapter in Housing Estates in the Baltic Countries (peer-reviewed volume, consortium authors)
  2. Postimees/Horisont essay by the project team on the smartovka district (media)
Claim 10 clm-2c3d3746c175f282 quantitative
about 43 per cent Horizon 2020, 25 per cent national renovation support and 32 per cent owners' loans
Published field
impact · verbatim
Mapping
mapped · no interpretation or interpolation added by this passport
What the mapping says
Verbatim: the renovation used 'Horizon 2020 funding (ca. 43%), national support scheme for renovation activities (ca. 25%), and additional loans taken by the dwelling owners themselves (ca. 32%)'.
Caveat
An earlier project solutions page carried slightly different rounding (about 45/25/35); the EC profile read for this entry is used.

mapped · no interpretation or interpolation added by this passport
What the mapping says
The 2017 article fixes the rate: '102 eurot suletud netopinna ruutmeetri kohta'. The 2018 article, verbatim: 'on kahe aastaga ehitus nii palju kallinenud, et ühistutel pole võimalik kinni maksta projektis nõutud omaosalust' — and names Tiigi 3 (no KredEx grant) and Tiigi 7 (residents withdrew). The deadline for all 22 buildings, originally end of 2018, had already been extended to 30 June 2019.

What the mapping says
Verbatim: 'the housing association had to apply for a reconstruction grant from the KredEx financing institution and take a bank loan with a repayment period of 15 to 20 years'. The paper also records that buildings are managed by apartment associations 'which consist of individual owners with equal rights for a majority vote'.

What the mapping says
Verbatim, 5 March 2021: 'on ilmnenud, et seni renoveeritud seitsmeteistkümnes majas nutisüsteemid korralikult ei tööta' (it has emerged that in the seventeen buildings renovated so far, the smart systems do not work properly); the supplier hoped to resolve residents' problems during April. A follow-up opinion piece attributed the failure to underfunding of the smart solutions.
Caveat

What the mapping says
The institute's statement, verbatim: 'Projekti algusest saadik on nutikodu lahenduse hanke eelarveks olnud 400 000 eurot' (the budget of the smart-home solution procurement has been 400,000 euros since the project's start). The Mondragon news item on the extension from August 2021 to July 2022 lists Tartu's remaining priorities as completing the final smartovka renovation, citizen-engagement activities and development of the smart home system; the project had originally been set to end in July 2021. The Mondragon page was read through a summarising fetch, so no verbatim locator is recorded for it.
Caveat
The extension was granted for COVID-19 delays and other obstacles across all three lighthouse cities, not for Tartu's smart homes alone. ETV's Pealtnägija questioned the procurement in November 2021; the institute's rebuttal notes EnLife OÜ was the only bidder that fit the budget.

States that of the 17 apartment buildings that joined the project, ten were finished and five more were due by the end of 2019; deputy mayor Raimond Tamm says the project will measure the reconstructed buildings' energy use and renewable production in the coming years; Tähe 2's chair notes the association received significantly less KredEx support than planned but kept its full scope, including Estonia's only retrofit-added balconies.

Carries the scheme's arithmetic — 102 euros per m2 of net floor area, support for 39,000 m2, 'see teeb 22 kortermaja' — the financing beyond the EU subsidy (associations seek 40 per cent of the remaining cost from KredEx, the rest mostly bank loans), the CO2-triggered smart ventilation in every flat, and the selection rule: the 22 were picked by who finished paperwork fastest and which associations could still borrow.

Documents the squeeze: two years in, construction had begun in barely ten of the participating buildings, the deadline for all 22 had been moved to 30 June 2019, and building costs had risen so much that associations could not pay the required own share. The photo caption records that Tiigi 3 received no KredEx grant and Tiigi 7's residents left the project.

Open-access chapter in Springer's Urban Book Series describing the intervention design: 22 khrushchyovka-type buildings of the 1950s–60s with roughly 800 flats to be renovated into 'smartovkas', cutting energy use from the current 270 kWh/m2/y to at most 90 kWh/m2/y. Written by the project's own researchers and the deputy mayor, so treated as the project's account rather than an outside evaluation.

Peer-reviewed study of residents' perceptions of the retrofit, doi:10.17645/up.v7i2.5020, resolved against the DOI. Carries the revised aim of 18 buildings, the financing structure (KredEx reconstruction grant plus a 15-to-20-year bank loan per association), the smart-home composition (CO2 sensors, panels with automated on-demand heating and ventilation, consumption and solar monitoring, comparison with the building), and residents' worries: higher monthly costs, the cost of the smart technology, uncertain long-term savings, and health fears about demand-based ventilation. The authors are University of Tartu researchers within the consortium.
